the District of Columbia plans to issue a Request for Information (RFI)
solicitation on December 19, 1997, for planning purposes, in
anticipation of developing a Request for Proposal (RFP) procurement to
hire one or more contractors to assist the City in its efforts to
obtain more revenue by maximizing Federal reimbursement for services
provided by the District of Columbia. The District, through the CFO,
plans to implement a retrospective claims process for prior reporting
periods and to maximize prospective claims for future expenditure
periods. Please note: The District does not intend to award a contract
on the basis of this RFI or to otherwise pay for the information
herein solicited. An individual's or vendor's participation is wholly
voluntary and does not obligate the District Government or the
participant in any way. The District will use the information received
in this RFI for the procurement planning process, but makes no
commitment herein to meet a specific schedule for said planning or
procurement. Information required: Provide information regarding
specific programs potential for revenue maximization and enhancement.
For example, identify programs, educational facilities, target groups
that include the homeless, foster care, Medicaid and Medicare
recipients, Third Party Liability Coverage, Emergency Assistance for
Families, youth services, special education, correctional services,
city operated hospitals (DC General and St. Elizabeths Hospital for the
chronically mentally ill), public health clinics, Medicare Crossover
Claims, potential funding source (Title XVIII, or Title XIX, Title
IV-E, Title IV-A, etc.), whether or not claims may be submitted
retroactively, prospectively or both. Briefly Describe methodology,
strategies and service portfolio. Based on an organization's or
individual's experience include recommendations on agency/program
enhancements which enabled a given jurisdiction to provide more
services with little or no increase in local appropriations. Finally,
comments and recommendations are welcomed regarding the future training
of District employees in revenue maximization strategies. The
information is to be submitted to the OFFADD address above, to arrive
at the destination no later than 4:00 p.m. on January 5, 1998. Release
of the RFI is scheduled for December 19, 1997; this document contains
data/background information on the District and is not required in
order to submit a response. You may request a copy of the RFI by
contacting POC (Peter Lloyd or Paul Wooten) at the above telephone
number. No firm date for the release of an RFP has been set at this
time; consequently, no telephone calls will be accepted and no
discussions will take place prior to its release. The information
obtained will not be used to screen or eliminate respondents -- every
firm responding to the RFI will be sent a copy of the RFP solicitation.
