COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 22,1997 PSA#1997A -- ANTI-PERSONNEL LANDMINE ALTERNATIVE PROGRAM This notice
constitutes the Purchase Order (PO) award announcement on the
Anti-Personnel Landmine Alternative (APLA) Program as a result of the
Government's call for White Papers. On 5 November 1997 the Government
issued a synopsis seeking sources to support the APLA program. The
program consisted of two separate and distinct alternatives, the
Non-Self Destruct Anti-Personnel Landmine (NSD-APL) and the Pursuit
Deterrent Munition (PDM). The announcement requested that interested
parties submit their proposed concept for these alternatives by way of
a ten page white paper. White papers were received on 4 December 1997.
To help defray proposal preparation expenses, multiple POs, of
approximately $100K each, were to be awarded to those firms offering
the best concepts in support of the NSD-APL and PDM alternatives. On 11
December 1997 the Government determined that it did not want to pursue
the PDM alternative at this time. It was determined to complete the
evaluation of all white papers and rank them in accordance with the
predetermined weighted evaluation criteria. It was determined, that as
a result of this new strategy, POs would only be awarded for the best
NSD-APL concepts. The evaluation results on the PDM concepts will be
put aside and used if the decision is made to pursue PDM at a later
date. The following are the awardees of the POs for the NSD-APL
