Contracting Officer, 301-415-7328 The NRC intends to extend the
contract with United International Investigative Services (UIIS) on a
sole-source basis, from February 1, 1998 to February 28, 1998, with the
option to extend the period of performance from March 1, 1998 to March
31, 1998. The contract provides for security guard services at the NRC
White Flint North Complex, 11555 and 11545 Rockville Pike, and the NRC
Warehouse located at 5000-5010 Bolling Brook Parkway. On an ad hoc
basis, protective services are provided at other locations, usually to
accommodate NRC hearings and meetings. The current contractor provides
the management, supervision, manpower, equipment and supplies (except
those provided by the Government) necessary to provide guard services,
to carry out the day-to-day assigned responsibilities for access
control; security/safety of government and contractor employees,
visitors, and guests; protection and control of property and classified
and sensitive information; and the maintenance of law and order, at
special events that occur at NRC locations which require temporary
security support. The current contract expires on January 31, 1998. A
new competitive procurement for security guard services is currently
being solicited and the due date for receipt of proposals is scheduled
for December 23, 1997. Since these services are critical to the
agency's mission, the NRC cannot tolerate any interruption of the
services being provided under the contract with UIIS. The interruption
would adversely affect the NRC's ability to ensure the safety and
security of personnel and protection of property and information.
Therefore, the contract period may have to be extended to allow
sufficient time for the negotiation of the new follow-on contract,
which is currently scheduled to be awarded by January 31, 1998.
Interested parties must submit written capability statements
demonstrating the ability to provide these services. Please note that
no other contractor could undertake the responsibilities of the current
contractor without a significant transition period. Telephonic
responses and responses having insufficient information for evaluation
