for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation RFQ 618-88-98 is issued as a Request For Quotation
(RFQ). This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-2.
The SIC Code is 5047 and the small business size is 500 employees.
Vendor shall provide Uwe Thomas Recording 16-Channel Eckhorn
Multielectrode Manipulator System (Brand Name or Equal) consisting of
the following components: 1 each 16-Channel Eckhorn System, 2 each
Special Control Boxes for the 16-Channel Preamplifier, 1 each Control
Panel and Impedance Test Device, 2 each 6-Channel Single Unit Activity
Filter, 2 each Multiwire Cable, 17 each Coaxial Cables, and 2 each
Shielded Multiwire Cables. This system will be used to develop a
biomedical device by which brain signals recorded from the brain could
be translated to drive motor prostheses. This will allow amputees to
move an artificial limb using their "motor thoughts". Signals from at
least 15 brain cells in the motor cortex are needed to provide adequate
information for the neural network processor. The system will need to
be compatible with the equipment listed below that the Government is in

that each hardware, software, and firmware product delivered under
this contract shall be able to accurately process date data (including,
but not limited to, calculating, comparing, and sequencing) from, into,
and between the twentieth and twenty-first centuries, including leap
year calculations, when used in accordance with the product
documentation provided by the contractor, provided that all listed or
unlisted products used in combination with such listed product properly
exchange date data with it. The warranty shall apply to the listed
products as a system. Deliver FOB Destination. Payment may be made by
Government Purchase Card (VISA). System is to be delivered to the VA
Medical Center, Warehouse (90D), One Veterans Drive, Minneapolis, MN

Proposals should address all evaluation factors, pricing, descriptive
literature and a statement addressing VISA payment. Evaluation Factors
include compatibility of system offered to above listed items being
procured, ability to record from 16 independent microelectrodes,
ability of system to provide stimulation and impedance test for each
channel, warranty, delivery time frame, past performance history, and
price. Award of Best Value for the Government contract will be based on
the evaluation factors and will be made with or without discussions.
