65 -- BRAIN MOTOR MANIPULATOR DEVICE SOL RFQ 618-88-98 DUE 011298 POC Mavis B. Nelson 612-725-2189 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ 618-88-98 is issued as a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-2. The SIC Code is 5047 and the small business size is 500 employees. Vendor shall provide Uwe Thomas Recording 16-Channel Eckhorn Multielectrode Manipulator System (Brand Name or Equal) consisting of the following components: 1 each 16-Channel Eckhorn System, 2 each Special Control Boxes for the 16-Channel Preamplifier, 1 each Control Panel and Impedance Test Device, 2 each 6-Channel Single Unit Activity Filter, 2 each Multiwire Cable, 17 each Coaxial Cables, and 2 each Shielded Multiwire Cables. This system will be used to develop a biomedical device by which brain signals recorded from the brain could be translated to drive motor prostheses. This will allow amputees to move an artificial limb using their "motor thoughts". Signals from at least 15 brain cells in the motor cortex are needed to provide adequate information for the neural network processor. The system will need to be compatible with the equipment listed below that the Government is in the process of procuring: Advance Research & Robotics Rebuilt Unimation Puma 260 Robot System with Val II Control to include Puma 260 Robot Arm, Unimation Mk 2 Controller, 3.5 Floppy Disk Drive, CRT & Keyboard, Teach Pendant, I/O Module, 15 foot Interconnect Cable, Pneumatic Parallel Gripper with Fingers; Accurate Automation Corporation ISA Board with One Neural Network Processor; and Microstar Laboratories DAP 3200a/415 including software, Dapview, and manuals and MSCBL 040-01 100 Line D PC Back Panel with Digital Filter Adapter Board, MSIE 035-02 Full Size IE W/Half Size Analog (L) and Half Size Digital (N) Backplanes, with Analog and Digital Interface Boards, Handles and Brackets, 2 each MSIE 035-05-K3C-B Digital IC Expansion Board, Terminals, Vertical I/O, 5 slot SC 20 BNC Panel, MSCBL 054-01-LIS, 100 Line Round, Shielded Cable, D 18", MSCBL 040-01-LIS, 68 Line Round, Shielded Cable, 18", MSXS 37-01-E2C-B IE Analog Input Expansion Board, Wage Terminals, CJC, 5 slot 20 BNC Panel. The Contractor must warrant that each hardware, software, and firmware product delivered under this contract shall be able to accurately process date data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, including leap year calculations, when used in accordance with the product documentation provided by the contractor, provided that all listed or unlisted products used in combination with such listed product properly exchange date data with it. The warranty shall apply to the listed products as a system. Deliver FOB Destination. Payment may be made by Government Purchase Card (VISA). Proposals should address all evaluation factors, pricing, descriptive literature and a statement addressing VISA payment. Evaluation Factors include compatibility of system offered to above listed items being procured, ability to record from 16 independent microelectrodes, ability of system to provide stimulation and impedance test for each channel, warranty, delivery time frame, past performance history, and price. Award of Best Value for the Government contract will be based on the evaluation factors and will be made with or without discussions. Offers are due January 12, 1998 at 1:30 pm.
