84 -- SPEAR EQUIPMENT LOAD CARRYING SYSTEM DEVELOPMENT & PRODUCTION SOL USZA22-98-R-0003 DUE 020398 POC Ms. Valerie M. The United States Special Operations Command has a need for the development and production of equipment load carrying test items, production items and sustainment items. This requirement is part of a significant modernization effort of the joint Special Operations Forces called SPEAR (Special Operations Forces Personal Equipment Advanced Requirements). A baseline equipment load carrying system exists as part of an overall system which includes body armor, a modular load carry vest and a backpack system. The Government's intent in the Request for Proposal is to select one contractor to aid in the development, production and sustainment of the load bearing system. The contractor is also responsible for the system compatibility aspects of the equipment load carrying system with the corresponding body armor system and backpack system. The effort will be in two phases. Phase I will produce up to five product demonstration models containing refinements of the baseline system and up to 50 load carrying systems for development and operational testing. Phase II will produce up to 70,000 equipment load carrying systems and replacement parts over a five year period. Technical data to include drawings, patterns complete bill of material and sources of supply, and performance specification are required in sufficient level of detail for recompetition. The baseline equipment load carrying system is available for review by offerors. The Government has filed a patent application on the Interlock Attachment Strap system which is used with the modular load carrying vest. The Interlocking Attachment System used for mounting pocked on the load bearing vest belongs to the Government. A demonstration model will be required with the submission of proposal. This requirement previously synopsized under Solicitation No. USZA22-98-R-0003, Submission No. 131037 dated October 03, 1997 will be amended to change the competition restriction from Note 1, (The proposed contract is 100% set aside for small business concerns) to completely unrestricted competition and extend the closing date for this solicitation from December 18, 1997 to February 3, 1998.
