Laboratory has a requirement for architectural and engineering
servicesnecessary to procure comprehensive energy and water audits that
shall involve verification, inspection, testing, evaluation, and
analysies of building systems, utility distribution systems, and
building envelopes at the Naval Research Laboratory, Washington, D.C.
Award is anticipated to be made in March 1998. The period of
performance of this contract will be 27 weeks from the date of contract
award.The work includes, but is not limited to, the A/E providing all
engineering services necessary for the preparation of a comprehensive
energy study and water audit for all Naval Research Laboratory owned
base support buildings located at the Naval Research Laboratory,
Washington D.C. site. The 27 base support buildings contain 391,669 sq.
ft.. The A/E shall identify Energy Conservation opportunities (ECOS)
and develop these into Energy Conservation Projects (ECPs) for funding
including preparing project documentation. Comprehensive Energy and
Water procedures shall comply with requirements of Executive Order
12902. It is estimated that the price range for this requirement is
between $25,000 to $100,000. A firm fixed price contract is
anticipated. Responding firms will be evaluated in the following areas:
1) Professional qualifications necessary for satisfactory performance
of required services; 2) Specialized experience and technical
competence in the type of work required; 3)Capacity to accomplish the
work in the required time; 4) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules; 5) Location
in the general geographic area of the project. provided, that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project; 6) Demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design; 7) Volume of
work previously awarded by Department of Defense. Send SF-254's and
