only. No formal solicitation will be issued as a result of this
announcement, and no award will be made on the basis of responses to
this request. The Virginia Contracting Activity (VACA) intends to
evaluate responses to this synopsis before finalizing technical
requirements, work statements and specifications. The VACA, on behalf
of the Defense Intelligence Agency, is seeking sources to provide a
turn-key web enabled Controlled Distribution System (CDS) that will
document the external shipment/internal distribution of US classified
and other sensitive materials, while automating many of the activities
associated with these processes. The CDS system, operating as a
X-Windows based Relational Data Base client/server implementation
utilizing TCP/IP and NFS over fiber-optic Ethernet, must: 1) manage
distribution material handling by correctly classifying transmittal
documentation, consolidating deliveries by individual or parent/sibling
addressees, providing for conformance with US and DoD security and
postal regulatory requirements; as well as accepting and integrating
bulk data transfers from other DIA automated system s; 2) generate all
required consignment documentation, complying with all US Postal, DoD,
Department of State intelligence community and commercial
carrier/courier requirements, to include producing transmittals, paper
and electronic manifests, receipts, and all required security or
shipping labels (machine readable and bar coded); 3) track receipt
arrival and generate tracer notices by recording receipt arrival;
capturing receipt arrival signatures; aging outstanding non-recorciled
receipts and generating escalating tracer notices by age; 4) archive
shipment/distribution history to include recipient and/or requester
details, individual document details and recipient signature images in
on-line user queriable form allowing users to search on any or all
data fields and specify report formats; 5) provide security capability
to limit and restrict access, as well as providing for multiple
classes of users; 6) be capable of operating under Sun 4.1.3 UNIX,
Windows NT 3.51 and 4.0, as well as Solaris 2.x UNIX operating systems;
and 7) support and be compatible with DIA's current Pitney Bowes
Mailing and Mail Management Systems. Companies are requested to provide
technical information and information on delivery and other terms and
conditions. References to private and Federal sector clients using such
systems should also be provided. VACA will not pay for information
provided in response to this synopsis. VACA reserves the right to not
proceed with the acquisition of this system. Responses, to be
considered, must be received within 30 calendar days from the date of
publication of this notice. Responses received without the requested
information may be considered non-responsive to this RFI. Oral
communications in response to this RFI are not acceptable. Those who
