The National Institutes of Health is soliciting Full and Open competition for an Indefinite Quantity -- Indefinite Delivery Contract for Construction Quality Management (CQM) services during the design, bidding, and construction phases of projects (with emphasis on Site Coordination, Construction administration/inspection services, move coordination services). The Government may issue fixed-price tasks for these services to be provided for NIH facilities in the Washington-Baltimore Metropolitan area. Work involved under this contract includes, but is not limited to Site Coordination, on call services, design review and construction administration/inspection for Biomedical Labs., Health Care Facilities, Animal Facilities, Office and Public Spaces, Infrastructure or Related Spaces. The awarded contract may include, but not limited to: Site Coordination; Project Management; Design Review; Cost Estimating and/or Analysis; Schedule Development and/or Analysis; Construction Inspection; Assessment of Leveland Quality of Work; Construction Material Testing; Shop Drawing and Submittal Reviews; Evaluation of Change Orders and Proposals; Development of Change Order and Clarification Documents; Factory Witness Testing; Laboratory Analysis, Asbestos Abatement and/or Hazardous Material Project inspection and oversight, testing, cost estimating; Evaluation of Compliance with relevant Environmental Codes and Regulations; and Claim Reviews; On-Call Services and Move Coordination Services. To be determined responsive interested parties must: be fully qualified (licensed) for asbestos and hazardous waste abatement; and have an office (or affiliated office) capable of performing all services required by this notice within a two-hour travel time of the NIH Bethesda Campus; and be capable of supporting a field office if required by specific projects. The period of performance is one year from the date of award, with a specific Option for the Site Coordination Center and options for Four (1) one-year extensions with the sameterms and conditions. The maximum aggregate cost will not exceed $10,000,000 for the possible 5-year term, with an estimated maximum cost of $2,000,000 per year. The estimated construction cost (ECC) of most projects will fall in the $100,000 to $500,000 range and consist mostly of repair and alteration projects. New construction projects may range from $1,000,000 to $10,000,000 (ECC). The estimated minimum order is $2,500.00 and the estimated maximum order is $2 Million. Evaluation factors will be divided into two categories Technical and cost. Technical is significantly more important than cost. The Government will make a "Best Value" determination and the award will be made to the offeror whose proposal is most advantageous to the Government taking into consideration the technical factors listed below and the proposed cost. This proposed contract may be awarded without discussions. Technical proposals must provide information on the proposers experience with Biomedical Labs, Health Care Facilities; AnimalFacilities; and Office and Public Space; and Infrastructure or related facilities. The technical evaluation factors, in descending order of importance within each section are as follows:I. TECHNICAL EVALUATION FACTORS(1)Corporate experience (25 points) -- to include a) experience as a qualified full-time CQM firm; b) specialized experience and technical competence in similar work (Biomedical Labs., Health Care Facilities, Animal Facilities, Office and Public Spaces, Infrastructure or Related Spaces); c) past experience in the design and construction industry;(2 Personnel experience (20 points) -- to include a) Specific experience/education of Contract Exec. and Project Managers/team leaders; b) experience of key personnel including on-site construction inspection staff; c) experience of other support personnel including consultant/technical support personnel; (3 Corporate ability (15 points) -- to include a) Proposed Generic Management Plan; b) Documented ability to provide key personnel, resources and facilities including outside testing labs and subcontractors;(4) Local Knowledge and Experience (15 points) -- to include a) relevant standards, codes and regulations (including state and local); b) Government procurement regulations and knowledge of FAR; c) NIH standards and regulations; (5)Past Performance/Corporate Reputation (10 points) -- references for Past Performance Evaluations, completed and in-progress work of similar type and scale.(6) Subcontracting Plan (5 points) -- Small Business Goal (20%) and Small Disadvantaged Business Goal (5%). This procurement will be conducted in accordance with Part 37 of the FAR. Interested parties shall submit proposals including the Solicitation Number 263-98-P(HA)-0101. All proposals must be received in the procurement office listed above no later than indicated on the solicitation. The solicitation will be available on or about January 9, 1998 from the Bid Custodian at 9000 Rockville Pike, Building 13, Room G-800, MSC-5711, Bethesda, MD 20892-05711 at a non-refundable cost of $25.00. Payment must be in the form of Cashier's Check, money order or certified check only. Checks shall be made payable to the National Institutes of Health.
