The Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, MD has a requirement for engineering and technical support services for the development of and/or upgrading of Communications Electronics Advance Technology (CEAT) systems. The services include planning, research, design, development, installation and integration, software development, test and evaluation, operations and maintenance, documentation and hardware acquisition support, training, integrated logistical support, and facility and cable plant design/upgrade for developing new or upgrading current CEAT systems. The contract type is anticipated to be a cost plus fixed fee with an estimated level of effort of 543,000 man-hours for a total of five years, with the requirement that a minimum of 5% to the total estimated contract value be subcontracted to small, small disadvantaged and woman owned businesses. The period of performance will be for a base period of four months (commencing on 1 June 1998 and running through 30 September1998) with four one-year options, plus one eight month option (running from 1 October 2002 through 31 May 2003). It is anticipated that solicitation will be released 29 JAN 98. This requirement is not a follow-on and therefore there is no incumbent. All interested firms must have or be able to obtain a TOP SECRET facility clearance. "The Navy intends to release the solicitation, including any subsequent amendments, via the Internet.
