(Site Code DAAD07) The anticipated estimated firm fixed price time and
materials contract is for a three year basic period of performance
with two two-year options to extend. The requirement is for test
planning and reporting support services for the West Desert Test Center
and the Joint Chemical and Biological Contact Point and Test Office
(JCP), both located on U.S. Army Dugway Proving Ground (DPG), Utah. The
requirement includes conducting technical studies, mathematical
modeling, software application development, technical writing,
preparation of test plans and test reports, monitoring data acquisition
in the field, data reduction, statistical analysis, preparation of new
documents, editing previously prepared documents in various stages of
development, methodology studies, investigation of measurement
techniques, and quality controlled document management as required
under ISO 9000 certification. The contract will support the assessment
of chemical defense systems and related operational concepts, non-CB
testing such as environmental assessment/impact evaluation, weapons
demilitarization, hazard assessments, and technical/logistical support
of the U.S. Air Force at DPG. Test programs and procedures at DPG
include aerial dissemination systems, smoke munitions, and CB
detection/protection devices, artillery and mortar fire, aerial spray
trials, physical and environmental stress testing, human factors
engineering, accelerated climatic storage,
contamination-decontamination evaluations, and functional testing of
items in the field or within enclosed chambers. Stimulant agent
materials are frequently disseminated to allow preliminary evaluation
to challenge detection and protection equipment and concepts of
deployment. The contractor shall provide the types of services
identified below in response to task assignments. Each task assignment
shall be negotiated. Examples of tests and studies which may require
contract support are: Large Scale Personnel/Area Decontamination, Human
Factors Engineering, Performance/Durability,
Artillary/Mortar/Munitions, CB Contamination/Decontamination,
Survivability, Modular Collective Protective Equipment, Aircraft
Operations in a Toxic Environment, Detection and Warning Systems,
Shipboard Contamination Flow, New Protective Mask, and Test/Operations
Procedures. Approximately 2,500 square feet has been set-aside for
contractor use at DPG which must be maintained by the contractor. The
total level of effort for the entire seven years is expected to be
191,800 hours. Release of the solicitation is expected on or about 20
