This procurement shall be processed in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is to purchase a detailed academic services and community based resource plan that is designed specifically to enhance and improve the educational achievements of minority and disadvantaged students in the inner cities. This plan is based on an existing model for pursuing health careers which AFNA developed titled "A Structure for a National MODEL in Health and Allied Health Sciences, Medicine, Law, Computer Science, Business to the Humanities...for Inner-City Based Organizations." The American Foundation for Negro Affairs is deemed the only responsible source capable of providing the required work and services. The period of performance is nine months.
