GENERAL SOL RFP-05-98-HHS-OS POC Point of Contact: Cheryl Howe,

synopsis/solicitation for commercial items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This is a request for proposal, RFP-05-98-HHS-OS.
This solicitation document and its incorporated provisions are those
in effect through Federal Acquisition Circular #90-46. This is a small
business set-aside. The SIC code for this acquisition is 7374, size
standard $18.0. Statement of Work: PURPOSE: The purpose of this
contract is to obtain technical programming support for mainframe-based
Information Systems used by the Office of Inspector General (OIG) of
the U.S. Department of Health and Human Services. BACKGROUND: The
mainframe environment is comprised of three major systems, (1) the Case
Information Management System (CIMS), (2) the Hotline, (3) the Audit
Information Management Systems (AIMS). Further, both CIMS and AIMS
contain numerous subsystems which integrate data from various other
departmental systems for enhanced reporting capabilities. All three
systems reside on IBM 3090-400J mainframe running OS MVS-ESA and the
program code is written in ADABAS Natural 2. Many subroutines to these
systems have been developed using JCL code. The applications are
accessed via 3270 terminal (actual or emulated) under TSO. CIMS is
accessed by headquarters personnel and all the regional and
sub-offices, for the purpose of tracking the status and resources
devoted to investigations; approximately 500 users. CIMS consists of
approximately 1,727 Natural programs, with a total of 597,660 lines of
code.AIMS is accessed by headquarters personnel and all the regional
and sub- offices, for the purpose of tracking the status and resources
devoted to audits; approximately 700 users. AIMS consists of 431
Natural programs with a total of 56,461 lines of code. Hotline is
accessed by headquarters personnel for the purpose of tracking hotline
calls on fraud and abuse of HHS programs and services; approximately
30 users. SCOPE: The scope of this contract is to maintain and update
the existing systems at an estimated level of effort of approximately
25 hours a week. This estimate is based on an average over a one year
period. Some weeks may require full time work, others only part-time
depending on the particular information needs being addressed. Routine
Services: The following services will be performed on a routine basis
under the scope of this contract: 1.1 Maintain mainframe systems in
operational state. 1.4 Bi-monthly downloads of personnel/payroll data
to be incorporated into a Lotus spreadsheet for each component. 1.5
Provide training in the operation, configuration and maintenance of the
application to system programmers. Occasional Services: The following
services will be performed on an occational or ad hoc basis under the
scope of this contract: 2.1 Modifications to current application source
code to meet changesin user functional requirements. 2.2 Develop
additional reports, or make changes to existing reports. 2.3 Assist
users with technical problems 2.4 Organize and direct tests to ensure
program efficiency. SPECIAL REQUIREMENTS: Because of the mission of the
OIG and the sensitive nature of the information being collected, the
OIG has several special requirements which must be met under this
contract. Maintenance of these large and complex information systems,
accessed throughout the country, require expert knowledge in OIG
program policies and operations as well as expert analytical and
technical skills. Level of Effort: OIG Specific Policies and
Operational Procedures: 4.1.1 Ability to evaluate adequacy of controls
and security procedures as reflected in Agency policies and practices
of information technology operations. 4.1.2 Skill in relating aspects
and parts of a project to the overall needs of the organization in
order to guide the group#s efforts in accomplishing projects. 4.1.3.
Knowledge of the Case Investigation Management System (CIMS) and all
the subsystems, Hotline, Budget, TASS, QUESS, CISS, Signon, OCFAA, and
Recoveries is necessary. In order to maintain these systems, a
familiarity with the files and field names, the large number of edits
and the rules and procedures of the system is mandatory. 4.1.4
Knowledge of law enforcement agency operations and information tracking
requirements Expert knowledge in the various types of convictions,
penalties and settlements as it relates to the overall framework of
system design. 4.1.5. Knowledge of the Audit Information Management
System (AIMS) is necessary. In order to maintain this system, a
familiarity with the files and field names, the edits and the rules and
procedures of the system is mandatory. Analytical Skills and abilities:
4.1.6. Knowledge of a range of methods and techniques adequate to
perform studies on proposed projects such as whether it would be cost
effective to modify a sizeable system to produce various additional
products and reports. 4.1.7. Knowledge of systems design methods to
develop programming specifications for a subsystem of an embedded
computer application. Technical Skills and Abilities: 4.1.8. Knowledge
of ADABAS/ Natural 2 on an IBM 3090 mainframe. 4.1.9. Knowledge of
teleprocessing system of TSO/ISPF. In addition, a strong background in
Job Control Language (JCL) and writing command lists (CLISTS) is
necessary. Familiarity with creating, editing, and updating datasets
through TSO and/or IBM utilities. 4.1.10. Knowledge of submitting batch
jobs through the IBM mainframe internal reader using multiple print
files and work files. 5.0 ADMINISTRATIVE CONSIDERATIONS: 5.1 Location
of Services: Work may be performed off-site through high speed modem
connection to the mainframe. On occasion, the contractor may be
required to conduct on-site training and or maintenance activities at
330 Independence Ave. SW, Washington DC. 5.2 Hours of Service: The
contractor will be available by phone. A fixed availability schedule,
mutually agreeable to both the contractor and the Government, will be
established. 5.3 Government Provided Equipment and Facilities: When
necessary, the Government will provide a shared office space at the
Cohen Building to perform any on-site activities required through this
contract. Otherwise, it is assumed that the contractor will maintain
the necessary hardware and software required to perform work activities
off-site. 5.4 Access to Mainframe and Local Area Network Resources: The
Government will provide the contractor with the necessary user accounts
to gain access to the mainframe information databases and local area
network servers. 6.0 DETAILED TASK DESCRIPTIONS: Deliverables 6.1
through 6.3 will be on-going throughout the contract period.
Deliverables 6.4 will be developed by the project officer as a clearly
defined tasks within the scope of this contract, including level of
effort and expected delivery. 6.1 Maintain Mainframe Systems in an
Operational State: 6.1.1 Provide a variety of mainframe technical
support services including troubleshooting, problem diagnosis and
debugging of application code. 6.1.2 Perform preventative maintenance
activities including data validation and efficient program operations.
6.1.3 Perform configuration management activities including detailed
documentation on how and why changes to the application were made, the
impact on other routines, subsystems and reports. 6.2 Perform
bi-Monthly downloads of Personnel Payroll Data: 6.2.1 Using existing
JCL procedures and code requiring minor modification for each pay
period, download data from the personnel system and the payroll
systems. Combine the required information into a single text file and
download to two servers. One located in the Cohen Building, the other
in the HCFA building in Baltimore. The activity must be performed on a
timely basis every two weeks once the personnel/payroll data has been
updated by the Finance office. 6.3 Provide training in the operation,
configuration and maintenance of the application to systems
analyst/programmer. 6.3.1 Train Systems analyst/programmer in CIMS
operation and maintenance activities. Including system documentation,
change management procedures and other OIG specific policies and
procedures. 6.3.2 Working with the OIG systems analyst/programmer,
develop an automated download procedure (See Task C.6.2) using the
existing JCL code yet adding a user interface that would provide a more
efficient method for collecting, analyzing, validating, correcting and
distributing the information to the OIG component files. 6.3.3 Assist
systems analyst/programmer in responding to user functional changes in
application code and reports related to CIMS. 6.4 Occasional or ad hoc
Services. 6.4.1 Modifications to current application source code to
meet changes in user functional requirements. This includes developing
the data flow and system configuration for the development of new or
modified systems, analyzing requests, creating program specifications
and documentation, and writing new program code. 6.4.2 Develop
additional reports, or make changes to existing reports. 6.4.3 Assist
users with unique technical problems when specifically authorized to do
so by the Government project officer. The contractor may be required to
assist users who require support for a specific project. 6.4.4
Undertake technical projects to improve the performance and or enhance
capabilities of CIMS, AIMS or the Hotline. This includes organizing
and directing tests for the purpose of evaluating the system and
ensuring that the most efficient procedures, systems, methods and
machines have been selected for the operations. 6.5 Documentation and
Reporting. 6.5.1 The contractor shall provide management reports on the
status of problem diagnosis and resolution. Included in these monthly
reports is a listing of activities and accomplishments for the month
based on the deliverables outlined in this contract. Period of
Performance: The support is needed for a base period of one year and
there will be one option year. The initial period must commence in
January 1998. Submissions shall consist of separate price and technical
proposals that address this requirement in sufficient detail that the
following criteria can be used to evaluate submissions: Price --
Weight: 50% and Technical -- Weight: 50%. The business/price proposal
shall include pricing for the base and option year. The contract award
will be based on labor rates. For evaluation purposes, multiply the
rate by 1400 hours per year. Those hours represent the government's
best estimate of fixed plus possible ad hoc services that will be
required. The technical proposal shall consist of narrative which
states your understanding of the project and ability to meet the
following technical evaluation criteria: 1) Senior level expertise in
Adabase Natural 2 programming on an IBM mainframe 3090; 2) Expert
knowledge in developing and maintaining large and complex mainframe
systems for organizations with OIG-type missions including audit
technics and law enforcement agency operations as it relates to the
overall framework of system design and implementation; 3) Experience in
maintaining large and complex mainframe systems accessed by hundreds of
users throughout the country; 4) Expert knowledge of teleprocessing
systems of TS/ISPF, with a strong background in job control language
(JCL) and written command lists (CLISTS); Ability to create, edit and
update datasets through TSO and/or IBM utilities. The resume should
demonstrate working technical knowledge of all equipment and software
listed in this solicitation. The provision at FAR 52.212-1 is
applicable to this solicitation. Offerors must include a complete copy
of the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with their offer as part of the
business proposal. The clause at FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this acquisition. The clause
at FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders applies to this solicitation. Any clauses

government reserves the right to award based in initial proposals
without entering into negotiations. Offers are due January 7, 1998,
