Hermann, whermann@uc.usbr.gov. The Bureau of Reclamation is seeking to
enter into Basic Ordering Agreements for contractual support to
perform environmental cleanup or related type tasks for the Upper
Colorado Regional Office or other Reclamation Area or Field Offices
within the Upper Colorado Region. Contractors shall furnish all
personnel, plant, and equipment to provide environmental services or
support at hazardous waste sites. Hazardous waste sites may include
sites contaminated with biological, chemical and/or low level
radioactive wastes. The contractors may be required to work at
hazardous waste sites belonging to or under the control of the Federal
Government or at which the Federal Government is deemed to be a
generator or potentially responsible party. However the contractors may
also be required to perform tasks on non-federally used or owned sites
such as National Priority List Superfund sites. The contractors will
be required to perform or provide a wide range of environmental
services and or support relating to hazardous waste sites including,
but not limited to, the following: preliminary site assessments,
remedial investigations/feasibility studies, removal actions including
home owner property soil contamination removal and restoration,
construction of both permanent and temporary repositories including
linings and caps, slurry walls, grout curtains, using new and
experimental methods to treat water within contractor operator operated
water treatment plants, and any other hazardous waste activity required
by Reclamation. Contractors are invited to submit qualification
packages for review. At a minimum, these packages should contain:
information detailing the contractor's capabilities to perform the
above listed work, including experience, equipment, and personnel
qualifications; ability to mobilize quickly; limits of contractor
pollution liability insurance; bonding capacity; track record of
successful and economic performance; and a list of Goverment contracts
for the past 5 years and Contracting Officers, including phone
numbers, for reference. Agreements will be entered into with the
companies which will best suit the needs of the Government. All
responses will be considered, but agreements will not be entered into
with all who respond. NO SOLICITATION DOCUMENTS EXISTS. IT IS REQUESTED
THAT ALL RESPONSES BE RECEIVED BY CLOSE OF BUSINESS JANUARY 16, 1998.
