synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
solicitation only and proposals are being requested and a written
solicitation will not be issued. The Solicitation No. SESD-98-003 is
issued as a Request For Quotation, and incorporated provisions and
claused that are in effect through Federal Acquisition Circular 90-44.
The standard industrial classification code is 3826, with a small
business standard of 500 employees. Delivery is required no later than
60 calendar days after receipt of order. Delivery is F.O.B.
Destination to the U.S. Environmental Protection Agency, 980 College
Station Road, Athens, GA 30605. Any interested/qualified sources who
can provide the items above must respond by January 5, 1998 at 2:00
P.M., EST. Bids should be addressed to U.S. Environmental Protection
Agency, 980 College Station Road, Athens, GA 30605. The Government will
award a contract resulting from this solicitation to the
responsive/responsible offeror whose offer conforms to the solicitation
and is most proce advantageous to the Government. The following FAR
clauses and provisions apply: FAR 52.212-1, Instructions to Offerors --
Commercial Items; FAR 52.212-2, Evaluation -- Commercial Items, awarded
to a responsive and responsible offer at a fair and reasonable price;
FAR 52.212-3, Offeror Representations and Certifications -- Commercial
Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items. The following FAR clauses in paragraph (b) of FAR 52.212-5,
Contract Terms and Conditions, required to Implement Statutes or
Executive Orders -- Commercial Items, will apply to the resultant
contract: 52.222-3, 52.233-3, 52.203-6, 52.203-10, 52.219-8, 52.222-26,
52.222-35, 52.222-36, 52.222-37, 52.225-18, and 52.225-21. All offerors
must include a complete copy of FAR 52.212-3 with their response.
Because this is a commercial item, FAR 12.603-3(c)(ii) will be used for
establishing solicitation response time rather than the time
established in Note 22, which, in this istance, is not applicable to
this commercial acquisition. AUTO ANALYZER requirements: The U.S.
Environmental Protection Agency, Athens, Georgia, has a requirement for
one (1) two channel Auto Analyzer with sampler and AACE software and
training; two (2) multi-test cartridge kits; two (2) AAII flowcells;
two (2) optical filters (660 nm); two (2) optical filters (520 nm); one
(1) pentium class computer with, 6x86P166 -- Cyrex chip, 14" super VGA
monitor, two parallel and four serial ports, 16 Mb RAM, Hard drive 1.6
GB, 3.5" floppy drive, 101 Key keyboard, mouse, MS DOS 6.2 and
Microsoft Windows 3.11 or Windows 95, Printer cable, video card, and
minimum 24 pin dot matrix printer. The Contractor shall offer the same
warranty terms, including offer of extended warranties, offered tot he
general public in customary commercial practices. All responsible
