commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND
A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is
1422H952-Q98-2021 and is issued as a Request for Quotation (RFQ). This
solicitation documents and incorporates provisions and clauses in
effect through Federal Acquisition Circular 97-02. The Standard
Industrial Classification (SIC) code is 5162, with a small business
size standard of 500 employees. This procurement is set aside for small
business concerns. SUPPLY AND DELIVER an estimated 85,000 permeable
polyethylene mulch sheets with a 20% increase quantity option to be
executed by written notice no later than 30 calendar days after the
required delivery date. Sheets will be used to reduce competition from
herbaceous vegetation by being placed on the ground around newly
planted tree seedlings. TECHNICAL SPECIFICATIONS: 1) Size -- 36" x 36"
sheets; 2) Color -- Black; 3) Permeability -- Micro-perforated or
extruded to provide permeability to water. Minimum 375 holes per square
inch. Maximum 0.9 millimeter diameter of punched or extruded holes; 4)
Thickness -- Minimum of 2.5 mils thick; 5) Photodegradability -- Must
contain enough ultra-violet (UV) stabilizers or inhibitors to provide
a three-year minimum and five-year maximum field life. 6) Light
Transmission -- Product, exclusive of punched or extruded holes, shall
not transmit more than 10 percent light when placed under 750-foot
candles of full spectrum lighting. 7) Center Cut Required -- A 6-inch
"X" cut or a 6-inch slit in the center of the sheet is required. If an
"X" cut is used, it shall be aligned with the corners of the sheet. If
a slit is used, it shall be diagonal across the center of the sheet and
aligned with two opposite corners. PACKAGING AND MARKING: 1) Packaging
-- Sheets shall lie flat with the smooth side oriented up. Sheets
shall be boxed or tied in bundles with a maximum weight of 45 pounds
per bundle. Tied or boxed bundles shall be palletized and secured to
the pallets with the sheets oriented smooth side up. Pallets shall
become the property of the Government. 2) Marking -- The number of
sheets per bundle and the total number of sheets per pallet shall be
clearly marked on each pallet. DELIVERY AND ACCEPTANCE: 1) Delivery --
All quantities shall be delivered F.O.B. Destination on or before
March 5, 1998, to the Bureau of Land Management, Medford District
Warehouse, 3039 Bullock Road, Medford, Oregon 97504. Consignee shall be
notified at least 24 hours prior to delivery. 2) Acceptance --
Inspection and acceptance of mulch sheets will be made by the
Government at the place of delivery. QUOTATIONS SHOULD INCLUDE: 1)
Price per 1,000 (M) mulch sheets; 2) Company experience with producing
this item; 3) References from customers, including names and telephone
numbers; and 4) FAR provision 52.212-3 Offeror Representations and
Certifications -- Commercial Items. APPLICABLE FAR CLAUSES AND
