The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to competitively procure TriCare Outpatient Clinic (TOC) Services to be performed in the Camp Pendleton area of CA. The contractor will establish, operate, and manage one TOC clinic in the Tustin area and one TOC clinic in the Oceanside area. Services will be provided to TriCare Prime enrollees, as well as non-enrollees on a "space available" basis. The Oceanside clinic will be required to provide 4600 primary care appointments per month and the Tustin will be required to provide 3500 primary care appointments per month. Services are anticipated to be provided during a basic period of 1 December 1998 to 30 September 1999. The solicitation will contain option provisions for up to 50 months thereafter. A firm fixed price contract with incentive award provisions will result from the solicitation. Technical risk proposals and price proposals will be required.
