Weaver, Contract Specialist, Code 1142A, (301)743-6575 Analytical, Engineering and Technical support services to support tasking in developing weapon system/subsystem concept of operations, performing operations analysis, conducting mission effectiveness evaluations, performing financial analysis, developing mathematical models and simulation development for various military weapon systems and subsystems. This work will support programs for the Air Force, Navy and Army. Required support shall be provided in accordance with specific individual written delivery orders issued by IHD, NSWC within the general scope of the Statement of Work. The statement of work prescribes all materials and services required to provide weapon system/subsystem concepts of operations analysis, mission effectiveness evaluations, financial analysis, and mathematical/simulation modeling in support of weapon systems, war gaming, training, performance predictions, decision support systems (DDSs) and/or readiness evaluation systems. The resulting contract will provide for an indefinite quantity contract with a period of performance of one year (365 days) from the date of contract award and two (2) one year (365 days) options. Delivery orders will be placed on the contract to identify specific work to be performed in accordance with the requirements stated in the statement of work. Delivery schedule is determined in each individual delivery order. Award shall be based on "best value". The Government will determine best overall value on the basis of the following Evaluation Factors (in descending order of importance): (1) Offer Acceptability; (2) Offer Capability and (3) Price or Estimated cost and Fee. The proposed contract is 100% set-a-side for small business. The Small Business Size SIC code is 8711 for this procurement with a dollar limit of $20 Million.
