Diane.Harrison@dos.us.state.gov. The Department of State, Bureau of
Personnel requires a consultant to provide expert advice and guidance
in analyzing and interpreting personnel data for management. The
consultatnt will work with Bureau of Personnel staff to develop
analyses addressing a variety of personnel-related issues, including
issues relating to affirmative action, class actions suits, promotion,
recruitment, attrition, assignments and flow-through mechanisms in
both the Foreign Service personnel systems. The consultant will provide
guidance in preparing work products (e.g., statistical analyses,
reports, presentations, etc.) from a statistical perspective that
accords with legal criteria for significance. She/he will evaluate,
review, interpret and advise management on potential ramifications of
the work products. The consultant may work with staff from the Bureau
of Personnel and Office of the Legal adviser for Employment Law. The
consultant may be asked tp provide expert testimony related to analyses
and data prepared under his/her guidance. The Department of State and
the consultant will schedule meetings at mutually convenient times
whenever the consultant's Services are required. The Office of Resource
Management and Organization Analysis, Bureau of Personnel will be
responsible for requesting the consultant's services and for overseeing
his/her work. The consultant will require a security clearnace at the
"Top Secret" level to facilitate performance of portions of the work
under this contract. The consultant shall submit all necessary
application materials as directed within three working days of contract
award. Government Furnished Property The Government shall provide to
the consultant copies fo the relevant Palmer and Thomas consent
decrees, other relvant data, and any other information required by the
consultant in fulfilling the contract. All material provided to the
consultant may be used only for the purposes of the contract and must
be returned to the government at the conclusion of the contract. All
analyses completed and data gathered in connection with the contract
are U.S. Government property and cannot be used by the consultant or
any other party for private use or gain without the express written
consent of the Department of State. Terms and Conditions 1. Successful
offeror shall be awarded a firm fixed price contract, 200HR. 2. Period
of Performance shall be on Adhoc Basis with 2 day notice, 1st day on
site. 3. Offerors shall submit resume for evaluation alon with cost
proposal. 4. Offerors shall be evaluated on the following technical
factors: Factor I -- Recent and continuing experience with statistics
and EEO. Factor II -- Recent and continuing experience in statistical
analysis of affirmative action personnel issues. Factor III --
Professional experience in statistical analysis and its application is
managerial and legal contents. Factor IV -- Professional and
educational credentials in both statistical anaysis and law. Factor V
-- Professional experience as an expert witness in court. 5.
Deliverables shall be oral or written report as requested by COTR. 6.
