synopsis/solicitation for commercial services prepared in accordance
with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; Request for Quotations (RFQ) are being requested
and a written solicitation will not be issued. Solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular Number 60. This procurement is set-aside
for small businesses and the SIC Code is 8742 and the small business
size standard is $5.0 million. Consulting Services are required for
Veterans Integrated Service Network (VISN) 10, which include VA Medical
Centers (VAMC) Dayton, Cincinnati, Chillicothe, and Cleveland, and VA
Outpatient Clinic (VAOPC) Columbus, Ohio. Contractor shall provide all
labor, materials and supervision to perform coding validation reviews
of inpatient and outpatient data collection, evaluating the
completeness and accuracy of codingdiagnoses and procedures in
accordance with official coding guidelines. Areas of focus should
include: Inpatient record review of ICD-9-CM (International
Classification of Diseases 9th Version-Clinical Modification) codes and
DRG (Diagnoses Related Group) assignments; Outpatient record/encounter
form review of ICD-9-CM and CPT-4 (Current Procedural Terminology-4)
coding; and review of Ambulatory Outpatient procedures. The contractor
shall document all file reviews and provide such documentation to the
VA. Within three weeks after completion of review, contractor shall
provide VA with a written and comprehensive final report of all
findings, with recommendations, and conduct, at minimum, a 2 hour exit
conference, and a 1 to 2 hour education session per facility for
Physicians. The final report and exit conference shall be provided for
each facility. Services are required during the period February 1,
1998 and shall be performed Monday through Friday during the hours of
8:00 a.m. to 4:30 p.m. excluding federalholidays. The actual dates for
service shall be coordinated with the Contracting Officer's Technical
Representative. It is required that contractor personnel providing
services have actual coding consultation experience. The following

their total cost to perform services, include travel expenses, a
prospectus identifying the project goals, areas of review, objectives,
type of documentation to be provided, contents of final report and
exit conference, and any other information pertinent to this
procurement. In addition Offerors shall information as required in
provisions 52.212-1, a completed copy of provision 52.212-3, and the
certification required in 852.219-70. Quotations shall be received by
