National Recreation Area, San Francisco, California, in conjunction
with the National Oceanic and Atmospheric Administration (NOAA) has
identified a requirement to solicit for services related to the
education and interpretation of Marine Sanctuary programs within the
Gulf of the Farallones National Marine Sanctuary (GFNMS) and Cordell
Bank National Marine Sanctuary (CBNMS). The contractor shall furnish
all supplies, materials, knowledge, expertise, equipment and
transportation to coordinate an integrated educational program plan
incorporating both management areas (GFNMS and CBNMS); compile teachers
and educators packets; participate in four fairs; compile and
distribute a Sanctuary information packet; respond to requests for
educational information and inquiries regarding the Sanctuaries'
education program; coordinate and lead field-based interpretive
programs within both management areas; produce and coordinate the
production of exhibits for the Pacifica (CA) Visitor Center and
Presidio (of San Francisco) Center; maintain the Pacifica and Presidio
Visitor Centers exhibits; coordinate a plan for a Sanctuary trail from
Bodega Head to AZo Nuevo; and manage the GFNMS and CBNMS slide library.
Award of a contract with a twelve month performance period with the
possibility of two, twelve-month options, exercisable at the sole
discretion of the Government, is anticipated. Minimum requirements for
consideration are: (a) educational level of all team members shall be
a BA degree in related field (marine biology, environmental sciences,
environmental policy, environmental policy, and geography); and (b)
firm must have no less than 5-years experience designing and developing
marine curriculum. Other significant evaluation criteria, listed in
order of descending preference, are: (1) demonstrated experience in
leading interpretive programs in Central Coastal California; (2)
demonstrated experience in the coordination of internship programs; (3)
demonstrated knowledge and experience working with educational systems
and practices including development theory, curriculum based
programming, and methods of evaluating marine educational programs; (4)
demonstrated experience which reflects increasing responsibility in
developing marine curricula which emphasizes learning experiences
having classroom analogies -- problem solving and transfer; including
learning activities that require auditory, visual, cognitive, and
tactile learning; (5) demonstrated experience organizing cooperative
planning and development efforts with governmental agencies, diverse
organizations, groups, and individuals; (6) demonstrated evidence of
ability to design varied level curricula using primary marine sanctuary
themes and marine resources; (7) demonstrated ability to accomplish
projects within budgetary and time constraints; (8) Macintosh computer
skills in word processing, desktop publishing and database management;
and (9) contractor must have an office located within 75 miles of the
NOAA headquarters forthe GFNMS which is located in Building 991, Crissy
Field, Presidio of San Francisco, CA. This acquisition is 100% set
