A SOURCES SOUGHT DUE TO A CHANGE IN SIZE STANDARD AND A REFINEMENT OF
THE REQUIREMENTS. THIS IS NOT A NOTICE OF RFP ISSUANCE. 88th Mission
Support Squadron and 74th Medical Group anticipate a competitive
acquisition for services to provide management of Education, Training
and Library support functions at Wright-Patterson Air Force Base, Ohio.
This is part of a Government cost comparison to determine whether
accomplishing the specified work under contract or by Government
performance is more economical. If Government performance is determined
to be more economical, this solicitation will be canceled and no
contract will be awarded. All sources capable of providing these
services are being sought. In addition to the information provided
below entitled "Capabilities Package", responding parties must also
indicate their size status in relation to the applicable Standard
Industrial Classification (SIC) Code 8744. Only companies, including
their affiliates, with an average annual receipt of $20,000,000.00 or
less during the last three (3) completed fiscal years are considered
small. Sources with 8(a) status or otherwise classified as small
disadvantaged business would state so accordingly in their responses.
This acquisition is anticipated to include the following: 1) Base
Education and Training Services: In support of military and civilian
employees of WPAFB, Aeronautical Systems Center, geographically
separated units and those employees of organizations with support
agreements with 88ABW, responsible for performing all tasks related to:
a) identification of education requirements; b) identifying and
recommending sources to meet requirements; c) recording and documenting
completed courses; d) recording and documenting funds expenditures; e)
maintenance, updating and administration of required Government
databases and other files; f) delivery in the area of
management/employee development and computer training; g) management of
a distance learning program including satellite downlinks; h) computer
based and video training; i) counseling, qualification determination
and testing for military education; and j) general administrative
support. This is the highest number of people/concentration with at
least 51% of the work. 2) Medical Education and Training Services: In
support of military and civilian employees of the 74th Medical Group,
WPAFB, geographically separated units, reservists, employees/students
of organizations with Memorandums of Understanding/Agreements and
support agreements to complete the war and peace time missions. Medical
Education and Training duties include: a) identification of education
and training requirements; b) education services and administration; c)
training requirements; d) course development and delivery; and e)
graduate medical education coordination. Medical Library duties to
include: a) reference services, cataloging, bibliographic research and
interlibrary loan; and b) collection management. Medical Photography
duties include: a) administration and education support; b)
photographing medical anomalies; c) color, black and white, and
infrared photography of pre and post-operative anatomic area, surgical
procedures, autopsy, disease progression and regression, gross
pathologic and anatomic specimen, graphic material, medical procedures,
assaults and abuse, during and after hours; and d)
processing/developing exposed film, prints negative and mounting
slides. Medical Illustration duties to include: a) administration and
education support; b) preparation of anatomical and pathologic sketches
and drawings; c) preparation of illustrations of anatomical and
pathologic subjects; and d) assimilation and consolidation of medical
statistic and technical data, preparation of charts and graphs of
medically related statistical and technical data, prepares
presentations and briefings. Medical Audiovisual duties to include: a)
auditorium support; b) equipment loan; and c) cable television
administration. The Medical Education and Training has the second
highest number of people/concentration. 3) Base Library Services: In
support of military and civilian employees of WPAFB, Aeronautical
Systems Center and geographically separated units to provides services
to include the following: a) mission essential materials; b)
administration; c) collection management, acquisitions and cataloging;
d) maintenance and updating of the Novell Towers integrating
individual CD ROMs; e) cost and training of the On-Line Systems
Cataloging and the Interlibrary Loans system; f) Ohionet Membership for
training, updating, maintaining and cost of PROQUEST systems used for
researching periodicals; g) updating, maintenance, training, and cost
of NEWSBANK system used for researching newspaper articles and training
of the SIRSI Integrated Library System; and h) management of McNaughton
Book Service, equipment and security services. The Base Library has the
least amount of people. There is a total of 115 authorizations in the
study. The Government estimate for the above named work is between $25
-- $35 Million for the five (5) year effort. ALL COMPANIES THAT
SUBMITTED A PREVIOUS CAPABILITIES PACKAGE SHOULD RESUBMIT AND ADDRESS
ALL AREAS OF CONCERN WITH REGARDS TO THEIR EXPERIENCE OR THE CAPABILITY
TO PROVIDE THE ABOVE STATED SERVICES. PLEASE ADDRESS ALL AREAS. The
capabilities package should be brief and concise, yet clearly
demonstrate an ability to meet the stated requirements. The responses
must not exceed 20 single-spaced, 10-point typed pages. Direct all

Ombudsman has been established for this endeavor. The only purpose of
the Ombudsman is to receive and communicate serious concerns from
potential sources when a source prefers not to use established channels
to communicate his/her concerns. Potential sources should use
established channels to request information, pose questions, and voice
concerns before resorting to the Ombudsman. Potential sources are
