Institutes of Health (NIH) is conducting a market survey to determine
the availability and potential technical capability of businesses to
provide international mail consolidating services. The intended
procurement will be classified under SIC 4513, Air Courier Services,
with a size standard of 1500 employees. NIH has been a participant in
the Federal Agency Consolidator Program for international mail which
consists of use of the U.S. Postal Service "International Priority
Airmail (IPA)" and "International Surface Air Lift (ISAL)" mailing
programs through a mail consolidator. This requirement includes the
pickup, inland transportation, preparation, sortation, and delivery to
the U.. Postal Service (USPS) acceptance unit at JFK Airport in New
York on a daily basis of NIH's international mail. The mail shall be
dispatched from the USPS location via their International Priority
Airmail (IPA) and the International Surface Air Lift (ISAL) programs.
The Contractor shall pick up NIH internationalmail at 301 North
Stonestreet Avenue, Room 109, Rockville, Maryland 20892-3333 at 3:00
p.m., Monday through Friday, except Federal holidays. All IPA mail
received by the Contractor from NIH will be processed at the
Contractor's facility on the day of receipt and deposited at the USPS
facility at JFK Airport by 6:00 a.m. the morning of the next business
day (including Saturday if not a legal holiday) following the day of
receipt. All ISAL mail received from NIH will be processed at the
Contractor's facility on the next business day following day of receipt
with delivery to USPS facility at JFK the next business day following
the day of processing. The Contractor's schedule to USPS/NY, with its
own trucks and drivers, shall be daily, Monday through Saturday,
excepting those legal holidays observed by the USPS. The Contractor
shall provide to NIH daily reports from IPA and ISAL mail verifying the
number of pieces, weight, and country for the previous day's mailings
along with a copy of PS Forms 3650 and 3652. It is estimated that NIH
processes an average of 6,250 pounds of international mail per month.
Firms responding to this market survey should keep in mind that only
focused and pertinent information is requested. Because daily pickups
are required from NIH, responding firms must be able to indicate how
convenient their facilities are to the NIH. Responding firms should
provide two (2) copies of a capability statement within fifteen (15)
business days from the date this notice appears to the following
