Oceanic and Atmospheric Administration (NOAA) Environmental Research
Laboratories (ERL) in conjunction with the National Center for
Atmospheric Research (NCAR) has a requirement for an Optical Free-space
Transmission System to provide a digital data link between the NCAR and
NOAA facilities. This data link must operate at OC3 (155 Mbits/sec) and
be capable of providing a reliable connection between the facilities
that are 2.2 Kilometers apart during adverse weather conditions that
are inherent to the foothills of Boulder, CO. The equipment must be
powered by a standard 120 VAC with a small enough signal strength so
that no Laser Protection Officer is required. The data feed is to be
through multi-mode fiber with ST connectors. A data link management
interface is required that will monitor the equipment out-of-band. The
management interface must be able to show the current signal strength
as well as the past signal strength over time. Interested sources must
submit a written qualification statement and must contain sufficient
information to clearly establish the ability to provide the necessary
equipment by January 6, 1997. Responses must reference Synopsis No.

the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00)
and is not a request for quotes. The system must be an off-the-shelf
item and have proven reliability through blizzards, high winds, and
temperature fluctuations inherent to the area. The award decision will
be based upon the best value to the Government, with technical merit,
past performance and availability being significantly more important
