This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Pursuant to the authority of 10 U.S.C. 2304 as implemented by FAR 6.203, a Firm-Fixed Price contract to acquire: 1. Micropulser, Xenon Corp. Model 457A, Option 1, 5 Joules/pulse, 1 microsec pulse, 60 pulses/sec, capable of operating at 400 J, 30 pulses/min, 10 microsec pulse, 2 EA; 2. Capacitor, high voltage, low inductance, 25 J, 4 microsec pulse, 12 pulses/sec, 2 EA; 3. Capacitor, high voltage, low inductance, 400 J, 10 microsec pulse, 30 pulses/min, 2 EA; 4. Flashlamp, Xenon Corp Model 890-1909, 4" arc, 7 X 9 CFQ, 3 EA; 5. Flashlamp Xenon Corp Model XL-1301D (N745D) micropulse, point source, 3.5mm arc, 2 EA; 6. Lamp Housing, 10K 4" (4" hSG), 2 EA; All equipment must meet the following technical specifications: Input Power requirement: 115VAC @ 60 Hz; Equipment must be convertible between operation at the following conditions; Energy output: 0-5 Joules, Flash duration(@ 33%peak): 1 micro-sec, Repetition rate: single-shot-60 pulses/sec; and Energy output: 0-25 Joules, Flash Duration (@ 33% peak): 4 micro-sec, Repetition rate: single-shot-12 pulses/sec; and Energy output: 0-400 Joules, Flash duration (@ 33% peak): 10 micro-sec, Repetition rate: single-shot-30 pulses/min; Lamp housing must: fully enclose the lamp, Accommodate 4-in and 3-in arc lamps and point-source lamp, Have two-dimensional parabolic reflector, Have optical efficiency @ 350-450 mm greater than 70%, Have safety interlocks; Light output of lamps must be in the range 200-400 nanometers; The following panels and controls are required: Variable voltage control that allows the system to be continuously variable from 0 to 10 KV, Easy to readvoltage meter for pre-setting the required operating range, Low impedance monitoring BNC connector for oscilloscope monitoring of the operating voltage levels at high pulse recurrence frequencies, External trigger BNC for controlled timing of the light pulse, A push button for single-shot operation, Variable pulse recurrence frequency control for tuning the internal oscillator to the required recurrence. The provisions and clauses in the RFQ are those in effect through FAC 97-02. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3648 and 500 employees, respectively. The offeror shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA/Ames is required within 8 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9.
