The National Institute of Standards and Technology (NIST) intends to negotiate with Applied Photophysics Limited, 203/205 Kingston Road, Leatherhead KT22 7PB, United Kingdom on a sole-source basis for the following items: (1) SX.18MV microvolume stopped-flow spectrometer; (2) SQ.1 sequential mixing upgrade; (3) PDA.1 photodiode-array detector; (4) fluorescence polarization/anisotropy accessory; and (5) PC Pro/K global analysis and numerical integration software package. Required delivery is FOB Destination (Gaithersburg, Maryland, USA) within 60 days after contract award and shall include installation and training. The Government intends to solicit one source under the authority of 41 U.S.C. 253(c)(1), "Only One Responsible Source," because Applied Photophysics Limited is the only known source able to provide the type of microvolume stopped-flow spectrometer required by the Government. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days afterdate of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
