DAAN02) GLOVE/MITT SYSTEMS: GLOVES WITH LINERS/TRIGGER FINGER MITTENS
WITH LINERS: This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subparts 12.6 and 13.1
of the Federal Acquisition Regulations (FAR), as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. The Request for Proposal (RFP)
number is DAAN02-98-R-2008. This document incorporates provisions and
clauses in effect through Federal Acquisition Circular 97-03. This
requirement is set aside 100 percent for small business. The Standard
Industrial Classification (SIC) Code for this procurement is 2389 and
Small Business Standard is 500 employees. CLIN 0001- Outdoor Research
(OR) Glove System: Professional Modular with Expedition/Pro Standard
Glove Liner and Mutant Modular (Trigger Finger) Mitt with liners, or
system equal. Color: Black. Maximum contract quantity-Approx. 38,000
systems each. The Army will award a Firm Fixed-Price (FFP) Indefinite
Delivery Indefinite Quantity (IDIQ) contract as a result of this RFP.
A delivery order will be placed for 10,000 units at the time of
contract award. First delivery of 5,000 systems shall be delivered to
the Marine Corps Systems Command, Quantico, Virginia, no later than
March 6, 1998. The second delivery of 5,000 units shall be delivered no
later than May 6, 1998. The minimum contract order quantity is
therefore 10,000 systems. The minimum order quantity per-delivery order
is 500 systems. Additional quantities, in lots of up to 5,000 systems
each (delivered sixty days from issue of order) may be ordered over the
following 24-month period. In the event that the Government places an
order for more than 5,000 units, the contractor will only be
responsible for delivering 5,000 units every sixty days. Delivery shall
be F.O.B. Destination, and is expected to be required as follows: Camp
Pendleton, CA (30 percent), Camp Lejeune, NC (30 percent), Ryuku
Islands Japan (15 percent), Kaneohe Bay, HI (5 percent), and Albany, GA
(20 percent). Actual delivery locations and quantities will be stated
in the individual delivery orders. This is a brand name or equal
requirement. The Glove System must be Outdoor Research (OR)
Professional Modular Glove with Pro Standard Glove Liner and Modular
Mutant Mitt with liner OR SYSTEM EQUAL, with the following salient
characteristics: Anatomically curved layers, with minimized system bulk
for extreme cold temperatures. The Modular Mitt shall offer the wearer
in sub-zero F temperatures, the option to use the index finger
separately from the mitt portion when necessary to manipulate
equipment, weapons, and accessories while maintaining more warmth than
gloves. The Modular Mitt shall be a totally waterproof and windproof
(trigger finger style) mitten that allows moisture vapor to permeate to
the outside of the mitten during heightened activities. Both the
Modular Glove Standard Liner and Modular Mitt Liners shallfit
interchangeably into the Modular Mitt shell. These items are intended
to be worn over thin tactile commercial glove inserts for additional
warmth and tactility. The Modular Mitt shell (weighing approx. 6 oz.)
and the Modular Glove shell (weighing approx. 5 oz.) shall be made of
strong, flexible, lightweight, abrasion resistant, durable, water
resistant, breathable, laminated material composite, except for the
palm sides. The palms of both glove and mitt shells shall be made of an
extremely durable, grip-enhancing, hydrophobic, lightweight polymeric
material (with higher melting point than Toughtek material) which
extends over the fingertips to the middle knuckle area on the back-hand
side. The Modular Mitt shell shall also be reinforced with high-density
cushion foam on the back-hand for insulation, shock absorption, and
impact protection. The Modular Mitt Liner, shall be constructed from
Moonlite Pile (or equal) in a trigger-finger shaped mitten: 2 layers on
the back and single layer front side that offers excellent warmth with
minimal interference with tactility. The Modular Standard Glove Liner
(weighing approx. 4 oz.) shall be made of one layer of Moonlite Pile
(or equal) at the palm and finger side panels, two layers over the
back, and a layer of 1/8 inches Poron foam (or equal) placed between
the layers on the back to add warmth without tactile interference and
some impact protection. Standard Glove Liners and Modular Mitt Liners
shall stay locked into their outershells during wear and when quickly
doffing the glove without having the Liners pull out with the hand.
However, the Liners shall be removable for quick-drying in the field
and for cleaning purposes. All components shall be machine launderable
in commercial washer/dryers. The Modular Glove shell and Modular Mitt
shall incorporate the following closure systems (or equal): a one-hand
closure mechanism located around the hem of a 5-3/4 inches length
gauntlet to seal out snow and wind; a one inch wide cinch strap is
located around the wrist to seal out snow and wind and to keep the
fingers firmly in place. The Modular Mitt and Glove System shall flex
easily when worn in cold temperatures and offer excellent ability to
maintain dry hands by allowing moisture vapor to escape the system
while trapping warmth in. Standard commercial labels and markings are
acceptable, but shall be produced of a dark colored material, thread,
or dye. No bright colors shall be present on the outside of the mitts
or gloves. Offerors shall provide a signed proposal to include: (1) one
Glove/Mitt System proposal sample in each size (S, M, L, XL, XXL) of
the exact item proposed, (2) offered system price (and the prices of
the gloves and mitts separately), in 5,000 system increments (3)
material performance data in support of performance requirements stated
above, (4) system performance data in support of performance
requirements stated above, (5) description of the offeror's approach to
meeting the USMC's delivery schedule, (6) description of past
performance under contracts for same or similar items over the last
three years, (7) a written description of all materials used in the
system, including fabrics, treatments, finishes, additive materials,
thread types, stitches per inch, and (8) laundering data supporting the
launderability requirement described above. Failure to submit any of
this required information may result in rejection of the offeror's
entire proposal. The offerors' proposals will be evaluated with respect
to (in descending order of importance): the system sample's compliance
with the aforementioned performance and physical requirements
(evaluated through visual inspection and/or testing), the offeror's
proposed pricing, the offeror's past performance, the offeror's ability
to meet the delivery schedule. Pricing shall be evaluated using the
average price for all of the 5,000 system increments. The resulting
contract will be awarded on a "best value" basis; the Government
reserves the right to award a contract to other than the lowest priced
offeror if the other parts of an offeror's proposal warrant it. Just
as this means that the Government may not award a contract to the
lowest priced offeror, it also means that the Government may not
necessarily award to the offeror whose proposal (other than price) is
evaluated as the most superior. In addition to the proposal information
above, offerors must provide a completed copy of FAR 52.212-3 and DFARS
252.212-7000 with their offer. The FAR clauses at 52.212-4 and 52.212-5
apply to this acquisition, which includes (by reference) all required
clauses and: FAR 52.206-6 (Alt. I), FAR 52.203-10, FAR 52.219-14, FAR
52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.247-64.
The DFARS clause 252.212-7001 applies to this acquisition. Only offers
for glove/mitt systems produced domestically entirely of domestic
materials will be considered. The Government reserves the right to
award up to two (2) contracts for entire systems, or individual
components of the systems if that is deemed to be in the Government's
best interest. Any questions about this requirement must be submitted
by 09 January 1998. All proposals are due by 2:00 PM on 26 January
