Announcement(BAA) is issued by the US Army Communications-Electronics
Command Acquisition Center (CAC), Fort Monmouth, NJ for the Night
Vision Reconnaissance, Suveillance and Target Acquisition (PM NV/RSTA)
located at Fort Belvoir, VA. This BAA will be open through 23 January
1998. The initial comments shall be submitted by electronic mail to
Laura Paskman-Syms at paskman@doim6.monmouth.army.mil no later than 12
January 1998. To be considered for award, the full proposal must be
received by 23 January 1998. All interested parties wanting to do
business with CECOM are invited to access and receive data from the

This Broad Agency Announcement (BAA) is for trade off studies for a
product improvement to the AN/TQM-41 Meterorological Measuring Set
(MMS). The system improvement will be known as Profiler, and will
consist of a suite of meterorological (met) sensors and associated
software/models which will provide the field artillery with current and
expected weather conditions along the trajectory and in the target
area. The objective of the BAA is to determine the design trade-offs
between performance, cost, risk and schedule and develop design
concepts, which will meet ORD requirements. Since Profiler development
will be executed as a Warfighter Rapid Acquisition Program (WRAP) with
a 2 and 1/2 year EMD, all trade-off analysis should assume a highly
accelerated program. Preliminary program strategy calls for EMD award
4QFY98 and FUE in FY02/03. Critical design issues are given in the Key
Interests subparagraph. It is the intent of the Government to award
two or more Firm Fixed Price (FFP) contracts not to exceed $200,000
each for this study effort. The BAA will examine requirements for
modernized and enhanced data collection and automated analysis of
current weather conditions, as specified in the Operational
Requirements Document(ORD) for profiler, dated May 1996 (unclassified).
The study will identify protential cost and performance tradeoffs,
identify significant technical issued and risks, and develop a system
performance specification and statement of work to be used in
preparation for subsequent Engineering and Manufacturing Development
(EMD). The technical areas that will be considered in theis BAA are
found on the above Web page address. Proposals that involve either
basic research of final product development beyond the stage of product
prototype or feasiility demonstration are outside the scope of the
competition and will not be acceptable. Readers should note that this
is an announcement to declare PM NV/RSTA's BAA as contemplated by FAR
6.102(d)(2). Small businesses are encouraged to participate. In any
case in which the evaluation shows two or more proposals to be
substantially equal, preference for award will be given to those
proposals which include small businesses over those which do not. Any
interested company or institution may submit a technical white paper
for solutions related to this requirement. The white pater should not
exceed five (5) pages and can be submitted anytime during but no later
than 15 January 1998. White papers will contain a synopsis of the
Profiler system proposal including cost estimate. The white paper must
be delivered to the office identifird in paragraph 4 above. Those
submitting white papers are encouraged to also submit a full proposal.
It is expected that the PM NV/RSTA technical review will be complete
within 2 weeks of the white paper receipt. Following the technical
review, the Profiler Project Leader (Major Wood) will contact the white
paper submitter on or about 30 January 1998, and provide feedback on
the Army's level of interest in the proposed project; or any interested
offeror should send (5) copies of its technical and cost proposal to US
Army Communications-Electronics Command, ATTN: AMSEL-AC-CC-A-CB (Laura
Paskman-Syms), Building 1208 West, Fort Monmouth, NJ 07703-5000. To be
considered for award, the full proposal must be received by 1:30 PM 23
January 1998. The period of performance of the BAA is 60 days from the
