COMMERCE BUSINESS DAILY (CBD) RELEASE DATE: JANUARY 9, 1998 COMMENT DUE
DATE: JANUARY 30, 1998 The National Aeronautics and Space
Administration (NASA) is releasing a Draft Announcement of Opportunity
(AO) for community comment (Final Release anticipated for March/April
1998) for investigations suitable for the seventh flight mission in
its Discovery Mission series with a mission date no later than
September 30, 2004, or for participation in non-NASA space missions
identified in this announcement as "Missions of Opportunity." The
Discovery Program consists of focused planetary system(s) exploration
investigations of limited costs and duration utilizing medium class or
smaller launch vehicles. Investigations proposed to this AO must be
complete investigations from initiation of preliminary
analysis/technical definition (Phase A/B) through design/development
(Phase C/D), including launch plus 30 days and mission operations and
data analysis (Phase E). The Discovery Program will carry out these
investigations using flight missions with design/development (Phase
C/D) costs and mission operations and data analysis (Phase E) costs of
$190 million or less and $44 million or less respectively in FY 1999
dollars ($150 million and $35 million in FY 1992 dollars). Phase E
periods which require greater than $44 million are permitted if Phase
C/D costs are reduced accordingly. Phase A/B costs will also be funded
by the Office of Space Science (OSS) but will not be considered in the
design and development cap. These Phase A/B costs are expected to be
approximately $19 million or about 10% of the Phase C/D costs.
Participation is open to all categories of organizations, foreign and
domestic, including industry, educational institutions, nonprofit
organizations, NASA centers, and other Government agencies. NASA
welcomes comment of the Draft AO, which will be available from January
9, 1998, through January 30, 1998, via the World Wide Web site:
