C -- CONSTRUCTION MANAGEMENT SUPPORT SERVICES CONTRACT TO SUPPORT THE CHICAGO FACILITIES SERVICE OFFICE FOR PROJECTS IN THE STATES OF ILLINOIS, INDIANA AND MICHIGAN SOL 162640-98-A-0020 DUE 022098 POC Craig Sharp, 312/669-5940 or Conrad O. Saltenberger, 312/669-5966 The U.S. Postal Service desires to contract for one or more Construction Management Support Services Contracts (CMSSC) to provide professional services for multiple design and construction projects within a specified geographical area. The CMSSCs will be an indefinite-quantity contract whereby services are requested by individual work orders to perform support functions for design and construction of postal facilities under work groups defined as follows: Work Group I -- CMSSC Home Office Support to provide all services necessary to perform total management services including, but not necessarily limited to, technical design reviews, construction advertising and award, claims consultation, cost estimating, geotechnical studies. Work Group III -- CMSSC On-site Construction Management Support. Work Group II (Not normally used) -- USPS Office In-House Support to provide support to USPS project managers for tasks similar to Work Group I above. The contracts will be in effect for a period of two (2) years, and may be extended by the Postal Service for three (3) one-year renewal periods. The total maximum period to be covered, including the three optional renewal periods, will not exceed five (5) years. The location of the facilities can be anywhere within the jurisdiction of the USPS Districts of Chicago, Central Illinois, Northern Illinois, Greater Indiana, Detroit, Royal Oak, and Greater Michigan. Responses are desired from prime construction management firms or from construction management firms joint venturing with other firms able to provide experienced and qualified personnel and the services required. Conflict of interest: The successful contractor for this procurement shall not offer, accept an offer for or provide, either directly or through a subsidiary or parent company, any other labor, materials or services, except as provided by work orders. Merger or affiliation to any degree by the Construction Management Support Services Contractor with firms under contract for the Architect-Engineer services or for construction work of a facility identified in a work order issued under this agreement may be grounds for immediate annulment of the contract. Evaluation and selection will be accomplished by the Evaluation Committee to determine the most highly qualified firm utilizing the technical proposals and the following evaluation factors described in the solicitation: Technical proposal, Management Approach, Construction Management Experience, Personnel Qualifications Standards, Staffing/Resources, Technical Engineering/Architectural Expertise, and Claims Expertise. Minority Business (MBE) Participation is encouraged. The Evaluation Committee will select only highly qualified firms for interview based on pre-screening criteria, and will rank those firms to determine the most highly qualified firm. The Contracting Officer will open negotiation of a contract with the most highly qualified firm. Firms responding to this advertisement in accordance with the foregoing instructions will be given consideration only if the office which will perform the services is within the boundaries of the states indicated above.
