DAHA30) It is contemplated an indefinite delivery contract be awarded
by the New York United States Property & Fiscal Office to a qualified
Professional Architect-Engineer (A-E) Firm. All services will be
performed for the central New York area, specifically but not limited
to the; 174th FW, Hancock Field ANGB, Syracuse, NY, Air to Ground Rage
at Fort Drum, Anterp, NY and Geographically separated 174th Units.
Additional projects from the 107th ARW, Niagara Falls ANGB, Niagara
Falls, NY may be awarded to this contract. The selected firm will be
tasked to perform A-E multi-disciplinary designs, delivery orders, and
projects, which consist of the following services; Title I, Type A
investigative, Type B design, and Title II, Type C, construction
inspection, or any combination thereof. Each task order is different
and will require a mixture of engineering disciplines. Potential Tasks
may include, but are not limited to the following: 174th; New Munit
Maint and Stg Cmplx, Rpr/Maint U/G the Secondary Water Dist Sys,
Rpr/Maint Base Sanit Sys, U/G HVAC Sys, Facility Renovation and
Expansion of B's 645 and 647, Addtn'l A/C Apron Lighting and Mod of
Existing Sys, Rpr Base Roofs, Mod of AFFF Fire Supp Sys, U/G of Base
Fire Alarm Sys, Rpr A/C Apron Surfaces and A/C Ramp Deicing Fluid
Reclaim; 107th ARW; Rpr Roadway and Rpr Storm Drain Sys. An individual
task order will be negotiated for each project requiring design and/or
inspection services. Task orders will be requested ensuing the initial
contract award. The indefinite delivery contract will have a yearly
maximum monetary limitation of $1,500,000. No single task order will
exceed $300,000. The initial contract duration is for a period of one
year from the date of initial award. IAW FAR 52.217-09, the Government
may extend the term of the contract for 4 additional years, by written
notice within the time frame specified in the contract. Selection of
A-E Services is not based upon competitive bidding procedures, but
rather upon professional qualifications necessary for the satisfactory
performance of the required services. Necessary professional
qualifications are listed in priority order as follows: 1) Professional
qualifications necessary for satisfactory performance on required
services; 2) Specialized experience and technical competence in
designing similar types of facilities; 3) Capability to accomplish the
required work; 4) Past performance on contracts with government
agencies and private industry, in terms of cost control, quality of
work and compliance with performance schedules; 5) Geographical
location of the firm in relation to the project site(s); and 6)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
Firms not compling with these requirements will be considered non-
responsive. A-E firms desiring consideration shall submit appropriate
application data (SF 254 & 255). Applications are due January 29, 1998.
However, if the announcement appears after January 29, 1998, they are
due 30 days after the CBD publication date. This project is not set
aside for small business. (SIC code 8712). IMPORTANT: In order to be
