61st Air Base Group (61 ABG) and Space and Missile Systems Center
(SMC) is analyzing the possible conversion of the currently government
operated 61st Communications Squadron (61 CS) to contract activity
based on an OMB A-76 cost comparison study. The cost of contract
performance will be compared to the in-house performance proposal to
determine who will perform the work. The 61 ABG and SMC anticipate the
release of a Request for Proposal (RFP) for the 61 CS in April 1998.
Services for this operation include supporting approximately 4300
personnel (1800 military, 1500 civilians, and over 1000 contractor
personnel). The workload is associated with the following programs and
involves process/program management of the communications services.
These services involve six areas: Visual Information Support --
Approximately 30% of the work effort. (a) Visual Information Center
provides a full range of visual information services and products to
SMC, 61 ABG, and tenant organizations. These services include: still
photography, video production, art services, and conference services.
(1) The still photography provides studio photography and site
photography. They also have "Alert" photography duties for emergency
after/before hour services. Capabilities include large poster type
photos, electronic imaging, chemical film processing, and film
archiving. (2) The video production is a full production facility
capable of incorporating various types of visual information related
items into a final product; audio, motion video, animation, graphics,
editing, script writing, lighting, and special effects. The video
production branch include "Alert" videography duties for before/after
hour emergency requirements. (3) The conference services provide
personnel and equipment in support of four Video Teleconferencing
facilities, five conference room facilities, audiovisual equipment
check-out, video tape dubbing, public address systems and the
Commander's Access Channel. Command, Control, Communications and
Computer (C4) Planning and Implementation -- Approximately 25% of the
work effort. (b) C4 Planning and Implementation consists of C4 project
management, Communications-Computer Information architecture and
requirements analysis, and base-level C4 planning. (1) Project
Management provides management of C4 Systems that are being installed
on LA AFB. The management includes at a minimum an implementation plan;
identification of resources such as equipment, personnel, agencies'
points of contacts, and funding; and all documentation and
correspondence. (2) Communications-Computer Information architecture
and requirements analysis provides direction and guidance in
maintaining an architecture and the analysis of requirements to be
integrated into the architecture. Requirements analysis consists of the
identification of equipment, software, support personnel, and funding
costs. (3) Base-Level Command, Control, Communications, and Computers
(C4) Planning provides support to all base-level planning efforts,
ensuring any published plans have taken into account 61 CS requirements
and available support. Communications Operations and Maintenance --
Approximately 25% of the work effort. (c) Communications Operations and
Maintenance consists of Communications-Computer Systems Control,
Communications Equipment Maintenance Management, Base Message
Operations, and Long-Haul Communications. (1) Communications-Computer
Systems Control provides for the establishment of new circuits per
Defense Information Systems Agency (DISA) direction, troubleshooting
existing circuits, deactivating circuits, maintaining a database and
circuit layout records of all circuits originating/terminating on
LAAFB, and restoring circuits IAW DISA restoration priorities after a
catastrophic failure. Technical Control also maintains the AF
Concentrator Node Connection and the T1 connection between the Ft
MacArthur clinic and the LAAFB Clinic. (2) Communications Equipment
Maintenance Management provides maintenance for secure communications
support, public address system, cryptographic equipment and land mobile
radio/cellular/pager equipment to the base. (3) Base Message Operations
provides processing of messages throughout the Space and Missile Center
and 61 ABG. Base Message Operations will monitor and operate classified
message distribution terminals, transmit official message traffic, and
manage the distribution window. The Base Message Operations system is
converting to the Defense Messaging System. (4) Long-Haul
Communications support processes both unique and common-user DOD
requirements for the allocation and/or leased purchase of worldwide
telecommunications equipment and facilities for SMC. The requests for
service are prepared in a prescribed Telecommunications Service Request
(TSR) format that is standardized within the DOD services and routed
via the major command headquarters for further review, verification and
approval. The remaining functions account for approximately 20% of the
work effort. (d) Base Information Transfer Center (BITC) provides
services for receiving, processing, distributing, and forwarding
referral service for dispatching official mail, accountable mail,
administrative communications, forms, parcels, and distribution for all
base-supported activities. The mail distribution schedule contains a
total of 63 mail stops daily. BITC also provides Base Locator Service.
(e) Publications and Records Management consists of Publications
Management, Library and Reprographics, Records Management, and the
Freedom of Information Act (FOIA) Program. (1) Publications
Management/Library and Reprographics maintains the publications library
for the installation. They also provide the installation expertise for
publications/forms approval, update, and compliance with higher
headquarters, to include locally authored publications and forms. The
reprographics area functions as the liaison for official reprographics
services that are performed by the Defense Area Printing Services
(DAPS). (2) Records Manager drafts and modifies SMC policies and
procedures involving the creation, maintenance and disposition of Air
Force records. Records Manager provides support to 40 Functional Area
Records Managers and over 240 offices of records; reviews requests for
filing equipment and document imaging systems; approves shipment of
records to Federal Records Centers; and promotes electronic and
document imaging system application. Develops local training program
based on Air Force policy and directives. (3) Freedom of Information
Act (FOIA) Program provides technical expertise and assistance to LA
AFB managers. This program establishes SMC procedures for inspecting,
copying, and furnishing copies of requested material; and assessing and
collecting fees and charges for FOIA services. Processes all
recommendations for denial of access of records; processes all appeals
of denials on requests for records. Responsible for the overall
implementation/operations of the FOIA program for SMC. Establishes and
directs development of policy and procedures applicable to the Privacy
Act (PA) of 1974. Creates supplemental guidance to assist or enhance
the implementation of the Privacy Act Program. Responsible for
implementing Air Force directives pertaining to "access" or
"restriction of access" to records systems that pertain to individuals.
Provides guidance on assembling data to be published in the Federal
Register. Develops drafts of SMC policy and procedures as applicable to
the PA of 1974. (f) Unit Control Center (UCC)/Disaster Preparedness
(DP) Program (1) Unit Control Center Operations and Management provides
for the continual management and frequent operations of the 61 CS UCC,
which will be under the direction of an appointed government
representative. The UCC is tasked by 61 ABG/DO to take part in base
exercises approximately four times a year. The UCC performs any and all
tasks required by the requesting official in order to provide
communications support for any encountered situation, manmade or
natural. (2) The Disaster Preparedness program provides planning for
and training of all 61 CS personnel in all aspects of the unit's DP
program. This program assesses the types of natural
disasters/contingencies/threats that are possible/likely at 61 CS
facilities and LAAFB. The training program provides procedural DP
actions. The estimated value of the current in-house operation is less
than 35 million dollars over a 5-year period. The Government
anticipates providing the following: office spaces, training
facilities, furniture, computer equipment including hardware/software
supports (i.e. maintenance), and business equipment such as fax
machines, copiers, and telephones. The Standard Industrial
Classification (SIC) Code for this acquisition is 4813, with companies
up to 1,500 employees. The proposed acquisition is being considered as
an 8(a) competitive. Interested 8(a) companies should provide the
Contracting Officer evidence of their capability to perform the
requirements listed and a positive statement of their eligibility as an
8(a). If adequate response is not received from 8(a)'s, the
solicitation will be issued as a small business set aside. Therefore,
Statements of Capability are requested from all small business that fit
Standard Industrial Classification Code 4813 within three (3) weeks
after the date of this announcement. In your Statement of Capability
you are required to address all of the six tasks (a. through f.)
described above and state how your firm is capable of meeting the
requirements. If your firm is not capable to perform all of the tasks,
you need to address how you are going to meet the requirements. The
firms which previously submitted SOC are required to resubmit. A
pre-solicitation conference will be scheduled at a later date.
Contractor's questions and comments will be addressed at that time.
This sources sought synopsis will not result in a contract if
government performance is determined to be more advantageous, nor will
the Government pay for the information requested herein. This is the
