Immigration and Naturalization Service intends to award a sole source
contract to the International Organization for Migration (IOM),
Washington, DC. The contractor will continue services begun under INS
purchase order COW-7-P-0986 for operation of a program for the Assisted
Voluntary Return of unsuccessful asylum seekers and other aliens INS
approves for the program. The projected period of performance will be
from approximately April, 1998 through one year thereafter with two
one-year options and one six-month option for continued services. The
contract will also contain optional line items for expansion into
approximately five other INS districts outside of the Washington, DC
district. The contractor will operate in the Washington, DC and other
continental U.S metropolitan areas and travel throughout the U.S. may
be required. The contractor will implement standard operating
procedures, conduct trainings, operate a database, disseminate
publicity materials, and provide status reports among other things. The
contractor's primary function will be to attract suitable program
participants and then oversee the voluntary return of the aliens
approved by INS for participation. The contractor is required to be an
international intergovernmental organization with extensive experience
in managing migration and assisting refugees. The contractor must be an
agency with worldwide recognition which has successfully operated
similar programs and has an established network of immigration contacts
in other countries, in order to facilitate the orderly
return/emigration of aliens. IOM is the only source known to possess
the above capabilities that can perform the required services in the
required timeframe and in a cost-effective manner. Interested sources
