(504) 862-1156 This is a combined synopsis/solicitation for best value
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation wil not be issued. The
U.S. Army, Corps of Engineers requires Fabricated Gate Frames (Mark 1
on Drawing 1/3, File No. H-4-44830) from welded and machined bar stock
instead of casting shown on drawing and also Fabricated Leaf Gate
Guides (Mark 2 on Drawing 1/3 and 2/3, File No. H-4-44830) from
machined bar stock instead of casting shown on drawing. The Gate Frames
and the Leaf Gate Guides shall be fabricated by the contractor as an
assembly, complete with sealing strips (Mark 6 and 7) for Gate Frames;
(Mark 8) for Leaf Gate Guides; installed with capscrews (Mark 9) for
the Gate Frames and the Gate Guides; and studs (Mark 10) for the Gate
Frames only; installed as shown on Drawing 1/3 for the Gate Frames and
as shown on Drawings 1/3 and 2/3 for the Leaf Gate Guides, File No.
H-4-44830. Delivery will be FOB destination at the New Orleans District
Warehouse, Foot of Prytania and Leake Avenue, New Orleans, LA.
Inspection of fabricated parts will ber made by U.S. Army, Corps of
Engineers, Operations Division Representatives at the contractor's
facility prior to shipment. The Gate Frames and Leaf Gate Guides
non-machined surfaces shall be brush blasted and primed with a gray
marine primer prior to installation of sealing strips. Machined
surfaces will have a grease type preservative, such as cosmoline,
applied. The primer and preservative will be approved by the
contracting officer before application. Shipment will be in wooden
crates with skids for handling by forklift trucks. Quantities shown on
Drawing 1/3, File No. H-4-44830, material and identification tables,
are for eight (8) complete sets of sluice gate assemblies. However,
this contract provides for only four (4) sets of gate frames and leaf
gate guides. The provision at 52.212-1, Instruction to Offerors --
Commercial Items, the clause at 52.212-4, Contract Terms and Conditions
-- Commercial Items, the clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, and the clause at 252-212-7001, Contract Terms and
Conditions Required to Implement Statues or Executive Orders Applicable
to Defense Acquisitions of Commercial Items apply to this acquisition.
The significant evaluation criteria at 52.212.2, Evaluation --
Commercial Items included in paragraph (a) of that provision is
Technical Capacity and Past Performance and Price: Technical Capacity
and Past Performance are of equal importance and when combined slightly
higher than price. Include list(s) of materials that will be specified
along with preliminary sketches showing proposed configuration with
offer and a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items. Offersare due
by no later than 16 January 1998, 2:00 p.m. local time, at USAED, NO,
