carriers may be allowed access to specified Department of Defense
installations to use as weather alternates, technical stops not
involving the enplaning or deplaning of passengers or cargo, or, in the
case of installations within the U.S., for other commercial purposes.
Only CRAF carriers are eligible for the Commercial Access to Military
Installations (CAMI) program, however, eligible air carriers who are
not now in the CRAF may join the CRAF and participate in CAMI.
Participation in CAMI requires an increase to the carrier's minimum
CRAF commitment equal to at least four percent of the air carrier's
fleet for each requested installation. The right to negotiate for a
selected military installation, may not be transferred to another
entity; however, any additional Mobilization Value Points the carrier
may be entitled to as a result of the increase in CRAF commitment, is
transferable. Offers will be received until approximately 1 March
