Army Corps of Engineers intends to solicit and negotiate on a sole source basis with Southbridge Associates Limited Partnership (SALP), c/o Franklin Realty Advisors, for an Executive Management Training Center in the city of Southbridge, Massachusetts, under a long term lease agreement. This action will result in a lease for up to 20 years. The requirement is for approximately 100,000 square feet of classroom, administrative and office space including circulation areas to operate a learning center for senior level Federal managers and policy leaders. Lodging and food service facilities will be required to accommodate approximately 21 to 23 two week seminar cycles per year with an estimated maximum of 200 participants and visiting faculty members staying overnight during a specific seminar cycle. SALP is the only source in the area that has the facilities currently available that meets Department Of Defense needs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and a solicitation is not available. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed lease based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive lease acquisition. (0357)
