Guard Facility Design and Construction Center Pacific is soliciting as
a Request for Proposals the construction of a new pier and associated
site work at Marine Ocean Terminal Bayonne, New Jersey. This project
constructs pier facilities for the 175' WLM and two 140' WTGBs adjacent
to the ANT building at Marine Ocean Terminal Bayonne. The work involves
relocation of existing floating moorings including removal and reuse of
steel guide piles. New pier is approximately 630' in length, supported
on prestressed concrete piles, precast concrete pile caps, prestressed
planks and a cast-in-place concrete topping slab with a combination
timber and hard rubber fender system. Utility services on the pier
include potable water, sewer, compressed air, power and communications.
A small jib crane is to be furnished and mounted on the pier. Shoreside
work includes minor demolition, trenching for utility services a sewage
lift station, resurfacing of roads, and relocation of existing
substations to serve the shore ties on the pier and floating moorings.
Competitive proposals will be evaluted based upon the evaluation
criteria set forth in the solicitation package. All responsible sources
may submit a proposal which will be considered. Plans and
Specifications and/or Plan Holders List will be available approximately
14 January 1998 with proposals due on or about 17 February 1998 and
must be ordered in writing. There is a NONREFUNDABLE charge of $25.00
for each solicitation set. To obtain the solicitation, you may send a
company check, certified check, cashier's check or money order.

between $2.5 million and $5 million. The standard industrial

be made to the lowest cost technically acceptable offer. Past
Performance and Project Management and Approach are of equal weight.
