THIS PRESOLICITATION NOTICE IS BEING ADVERTISED ON AN UNRESTRICTED
BASIS INVITING FULL AND OPEN COMPETITION. A SOLICITATION NOTICE WILL BE
PUBLISHED BEFORE INVITATIONS ARE ISSUED. The cost for each set of plans
and specs is to be determined at a later date. This charge is
non-refundable. 2. The work includes renovation of the third floor and
ground floor entry of an existing building to provide various
recreational activities and includes selective demolition, removal of
asbestos containing materials, metal stud and gypsum board walls,
interior finishes, audio sound booths, raised wood flooring, acoustical
panel ceilings, linear metal ceilings, standing and running wood trim,
cabinets and counters, wood paneling, fireplace, wood doors,
electrical power and lighting, HVAC systems, plumbing systems, fire
sprinkler and alarm system, and incidental realated work. 3. Site work
includes extension of an underground fire water service line with
meter and backflow preventers, restoration of an existing metal framed
canopy, new concrete stairs, new pole mounted lighting and
miscellaneous incidental related work. Award is based on "Best Value"
to the Government, price and technical factors considered. Both price
and technical proposals are required. 4. estimated construction cost
range is between $1,000,000 and $5,000,000. 5. The performance period
is 250 calendar days. 6. The SIC code for this procurement is 1542 and
the size standard is $17.0 M. The FSC code is Z119. 6. Note: An
evaluation preference will be given in accordance with DFARs Clause
252.219-7008. "NOTICE OF EVALUATION PREFERENCE FOR SMALL DISADVANTAGED
BUSINESS CONCERNS -- CONSTRUCTION ACQUISITIONS -- TEST PROGRAM" (APR
1996). If a large business firm is selected for this project, it must
comply with FAR 52.219-9 clause regarding the requirement for a
subcontracting plan. The Naval Facilities Engineering Command's
subcontracting goal is for 62.1% of the total subcontracted dollars to
go to Small Businesses, 11% to Small Disadvantaged Business, and 5.2%
