synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. The Government intends to solicit
and accept quotations from only one source under the authority of FAR
13.602 (a). Incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-02. This acquisition is a total
small business set-aside. The SIC code is 3443 and the related small
business size standard is 500 employees. The National Institute of
Standards and Technology (NIST), Low Background Infrared Facility
intends to acquire from Process Systems International, Inc. one (1)
Model 1620 Helium Refrigeration Module that will replace an existing
Model 1430S refrigerator. This refrigeration module must be compatible
with existing helium compressors that will provide the high pressure
gas supply to the refrigeration module. Requirements of the
refrigerator are as follows: a) provide 500watts of cooling capacity
producing 20 kelvin return temperature at a flow rate of 18 g/s, b)
Automatic speed control of reciprocating expanders during the cool down
and steady state operation, c) Liquid nitrogen pre-cooling system to
increase cooling 800 watts, d) Computerized operation and display of
system parameters; capable of remote computer interface to a
PC-compatible computer, e) self-contained vacuum system for cold box
vacuum, f) complete service manuals and service tools, g)
self-contained charcoal filters for gas decontamination and heaters for
regeneration of filters, h) must interface with existing Koch Model RS
and Model 1400 helium compressors, providing all control signals and
feedback for these compressors. The Contractor shall also provide NIST
with two (2) sets of operation/maintenance manuals and
installation/interface drawings. The contractor shall deliver the
refrigerator FOB Destination, 240 days after contract award at NIST,
Building 301, Shipping and Receiving, Gaithersburg, MD 20899. The
provisions at 52.212-1, Instructions to Offerors-Commercial, applies to
this acquisition. Process Systems International shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition includes the following FAR clauses: FAR

acquisition. Process Systems International shall submit the following:

(1) Model 1620 Helium Refrigeration Module Basic System, Proposed
Financing Terms, technical description and/or product literature,
description of commercial warranty, two (2) copies of the most recent
published price list, and one completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
which may be downloaded from
