Notice is issued by Babcock and Wilcox of Ohio, a contractor to the
Department of Energy (DOE) under prime contract DE-AC24-970H20044 to
identify potential sources who are interested in submitting a proposal
to operate and manage the Metrology Program located at the DOE
Miamisburg, Ohio Mound facility. The Metrology program supports
calibration of instruments and standards in both radiological and
non-radiological areas. The facility shall be operated in accordance
with Title 10, Code of Federal Regulations, Part 830 (10 CFR 830), Part
835 (!), and Mound Technical Manual MD-10096, "Mound Metrology System
Manual" standards. It will be the goal of any resultant contract that
the successful contractor will develop a sufficient and stable
commercial business base so as to commercialize the metrology function.
The technical requirements include, but are not limited to, the
following: (A) Contractor shall be responsible for the total operation
of the calibration facility at the Mound facility, including facility
and equipment maintenance, radiological controls, work permits,
personnel training and record keeping, spare parts and chemical
inventory. A documented Conduct of Operations program shall be
maintained in accordance with Mound Procedure MD-10361, "Mound Conduct
of Operations". (B) Contractor shall manage all tasks identified in
the Contract Statement of Work including: operations compliant with 10
CFR 830 and 10 CFR 835; Quality Control (QC) requirements as
implemented in the Mound specific manuals; calibration of identified
instruments and standards; record keeping; storage and transfer;
instrument pickup and delivery, and DOE property accounting. (C)
Contractor shall provide pre-notification of expiration, calibration
and maintenance of instruments and standards in accordance with 10 CFR
840, 10 CFR 835 and MD-10096. All calibrations shall be NIST
traceable. New instrumentation training, testing, procedure development
and technical specifications will be provided as required. (D)
Contractor shall provide required staff including technicians and
clerical support as needed to perform calibration, function testing and
repair of all instruments and standards at the frequencies prescribed
as will be set out in any resultant contract. An inventory of
calibrated equipment shall be maintained. A Firm Fixed Price contract
is contemplated with a period of performance of five (5) years which
will consist of a base year plus four (4) one (1) year fixed priced
options. Interested companies should submit a letter of interest with
a detailed description of their capabilities to perform the work
outlined above; experience doing similar type of work; and,
documentation of their financial capability to perform any resultant
contract. Even though full and open competition is anticipated, please
identify whether your business is large, small, small disadvantaged or
woman owned small business. Replies are requested no later than ten
