The Office of Tax and Revenue under the Chief Financial Officer of the District of Columbia has a requirement for a multi-purpose incoming mail processing system, for which a solicitation is now being prepared. This notice is to ask for expressions of interest in this solicitation from firms whose regular line of business is the supply of such systems. The list of firms that will comprise the vendor list will be made up of the firms that respond to this notice and which supply the information required which is listed below. The requirement is an upgrade of an existing system, and the new system must scan bar codes on tax return envelopes, sort the envelopes to bins (about 30), extract those in which the system detects a remittance check is enclosed, open envelopes in the sort path, and have the capability to handle 10,000 mail pieces per hour. Firms interested in receiving the request for proposal should notify this office (see OFFADD, above) no later than the deadline date noted above. A short letter requesting the solicitation can be either by telephone, telefax or Email (address below), but must be followed with the request sent by mail accompanied by copy of your firms descriptive product promotional materials and retail pricelist. The pricelist will used for budget purposes only and will NOT be used to qualify prospective offerors in any way. Information of particular interest, which should be included, is that which relates to life expectancy & life cycle costs, peripherals available, operating supplies needed and related costs for supplies, software licensing and upgrade peculiarities, power and cooling required, physical dimensions, operational noise levels, weight and floor support requirements, reports capability (information gathering and report configuration parameters), training and maintenance plans, and warranties.
