Environmental Protection Agency's Office of Emergency and Remedial
Response has a requirement for Chemical Analytical Organic Services for
the analysis of hazardous waste field samples for multimedia,
multi-concentration analyses using gas chromaography/mass spectrometry
(GC/MS) and gas chromatography/electron capture detector (GC/ECD)
techniques. The SIC code is 8734. Contractors will be required to
utilize specified analytical methods, to follow quality control
procedures and to prepare and submit hardcopy data and an electronic
diskette deliverable within 21, 14, or 7 days, as specified in
accordance with the Statement of Work. The contractor may also be
required to submit preliminary analytical results (Form 1) within 48 or
72 hours.This procurement will utilize a two-step technical approach
where: (1) the contractor will be required to satisfactorily analyze
one round of preaward Performance Evaluation (PE) sample(s), and submit
data within 21 days in accordance with defined format. (2) In addition,
the contractor will be required to meet additional technical
requirements with acceptable past performance and lab inspection.
Award(s) will be made to the lowest price, technically acceptable
offerors(s). This procurement is anticipated to result in a maximum of
12 contracts will be awarded with a minimum bid lot of 1 and maximum
bid lot of 17. Contracts will be competitively awarded as Fixed Price
Indefinite Quantity/Delivery Order Contract. Base Period of (12 months)
and Option I (12 months), Option II 12 months). The anticipated release
date for the RFP procurement is January 30, 1998. A pre-proposal
conference may be held in Washington, DC, on or about February 20,
1998. A Service Contract Act Wage Determination will be applicable to
this procurement. The purpose of this CBD announcement is to notify
potential bidders of EPA's requirement, generate the bidders' list and
direct interested parties to the EPA's "Doing Business with EPA"
Internet World Wide Web site at http://www.epa.gov/oam. The RFP and
