Rena, Contracting Officer, 315-330-4073 To furnish all labor, tools, and supervision necessary to design and build information display kiosks that will be located in each of our three main lobbies for a total of three (3) systems. The information kiosks will be linked via a secure connection to our local World Wide Web information pages. User input shall be solely by touch screen with a color display of at least 800 x 600 pixels in 256 color. Each kiosk should be provided with a telephone that can be dialed through the information pages that are presented to the viewer and be provided with an "attract" mode when not being used. The award will be made on a "best value" basis. The most important criteria are cost, overall capability, and appearance. Some government property will be furnished. A written solicitation with more information will be issued on or about 30 December 1997. The deadline for receipt of proposals will be 20 Jan 1998 with an award being made approximately two weeks after that date. No verbal inquiries. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena at, 315-330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
