Frazier (301) 713-0851 NOAA/National Weather Service (NWS) intends to
negotiate on a sole source basis with Jonach Electronics, Inc. to
assist in the network configuration, maintenance, and training for the
computer equipment in the Passaic Flood Warning System (PFWS). The
PFWS is a computer/communications network which conveys hydrologic and
meteorologic data throughout New Jersey. A network of sensors detect
rainfall and changes in stream levels. Some sensors are interrogated by
dial-up modem, while others transmit real time information by VHF radio
to sensor repeaters. The contractor shall be the primary focal point to
diagnose and troubleshoot operational problems associated with the
system. on an ongoing basis. In this capacity, the contractor shall act
as the first line trouble-shooter of communications or computer
problems associated with the PFWS. The contractor independently
assesses the problem, and determines the proper course of corrective
action. This may involve "hands-on" corrective action by the
contractor, calls or meetings with appropriate Federal, State or local
personnel to solicit assistance or review options, or conveying
informa- tion to independent software or communications subcontractors
under contract to NWS. The contractor shall be responsible for
monitoring the quality and performance of the communications network on
a routine basis. The contractor shall note any unusual conditions, such
as high communications bit error rates, unexpected or incorrect rain or
stream level reports, redundant message traffic, erroneous alarms, etc.
and initiate further inquiries, or corrective action. The contractor
shall provide a status report to network users of the corrective action
taken. Any other offerors that have the ability to provide this type of
service are invited to submit information as to their capabilities and
any other pertinent data to the address above, to be received no later
than 15 days after the date of this notice. No solicitation document
exists; therefore a request for such document will not be considered.
Award will be made under Simplified Acquisition Procedures. (Reference
