53202 M -- OPERATION AND MAINTENANCE OF A GROUNDWATER TREATMENT SYSTEM SOL

sealed bidding process will be used to select a subcontractor to
operate, maintain, and repair the MacGillis & Gibbs/Bell Pole Lumber
Site (M & G) groundwater treatment system located in New Brighton,
Ramsey County, MN. The contract will consist of a combination of
fixed-price and indefinite quantity elements. The Contractor is CH2M
HILL and the project is funded by the U.S. EPA under CH2M HILL's prime
contract 68-W6-0025. The work shall include the pumping, treatment,
and discharge of groundwater to the POTW; sludge management and
disposal; filter media and carbon replacement; corrective and
preventative maintenance and repair of the system; water sampling and
analytical services; response to emergency alarms; and completion of
records and reports to provide continuous system operation in
compliance with the terms of the Industrial Discharge Permit. The
treatment system consists of oil/water separation, biological
treatment, chemical addition for pH and nutrient control,
filtration,and granular activated carbon adsorption, and discharge to
the POTW. The system flow rate will be typically between 4 and 6 gpm,
with 10 gpm maximum. The discharge is permitted by the Metropolitan
Council Environmental Services (MCES) under MCES Permit No. 2233.
Exposure to hazardous materials is a concern and, therefore,
subcontractor shall prepare, submit, and follow a Site Safety Plan in
accordance with OSHA requirements. All workers possibly exposed to
contaminated groundwater must have OSHA-approved 40-hour health and
safety training. Quality control for sampling and analysis is critical
and, therefore, the contractor shall prepare, submit, and follow a
proper Quality Assurance Plan. A qualified operator must be present at
the facility a minimum of 4 hours per day, 5 days per week. A
qualified operator must be able to arrive at the facility within 2
hours of notification of an alarm condition. The period of performance
is one calendar year. The expected date of contract execution is on or
before February 27, 1998 and the expected start of performance is March
2, 1998. The approximate value of the required work is $80,000 to
$150,000. Under the two step bidding process, interested subcontractors
will submit a separately sealed technical proposal and separately
sealed pricing proposal. Only those offerors whose technical proposals
meet the RFP requirements will be eligible for Step Two. During Step
Two, the pricing proposals of eligible offerors will be opened and
award will be made to the eligible offeror with the lowest bid. The RFP
package will be available on or about January 9, 1998. Company and
operator experience, project approach, financial record and health and
safety policies are some of the factors that will be evaluated during
Step One. Both Step One and Step Two Bids are due in the CH2M HILL
