This is a combined synopsis/solicitation for local telephone services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation N66604-98-R-0393 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-2. The Standard Industrial Code (SIC) is 4813. Services are required for the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) in Rhode Island and its various detachments. Government's Description/Specification (a formatted version is available at http://www.npt.nuwc.navy.mil/contract/ under the "synopsis of solicitations" page): Local Access and Usage. The Company shall provide interconnectivity to the Public Switched Telephone Network (PSTN) by utilizing wireless (cellular) and either Digital Switching Service or DSS trunks. Where there is no end-user DSS and Digital Switching Services cannot be made available, 1FB lines or the equivalent may be offered. DSS trunks, Digital Switching Services and local loops are collectively referred to in this subsection as "Access Services." DSS Trunk Features, Functions and Capabilities. NUWCDIVNPT requires DSS Trunking services to be operational by 1 April 1998. The minimum order is a quantity of 12 T-1s. Based on historical usage, the Government anticipates an initial requirement of 4 T-1s for local dialing, 6 T-1s for FTS-2000, and 2 T-1s for DSN. DSS Trunks shall support Direct Inward Dialing and Direct Outward Dialing, and shall be configured to allow the DSS' connected to them to perform the functions specified for DSS' as follows: Analog Trunking. Connecting to DID, ground start, and loop start trunking to the Central Office. DSS Tie trunks shall provide E&M, loop start and wink start supervision. Digital Trunking. T-3 (DS-3) connection with on-site muxing and T-1 (DS-1) digital trunk connection via direct trunk module and Primary Rate Interface (PRI) ISDN shall be provided. Analog Station Equipment Interface. Analog line interface for 2500 type analog telephone sets. Analog line modules shall provide the interface to power message waiting lamps on the analog telephone sets. Analog subscription shall be supported up to 15,000 feet over unloaded 24 AWG twisted pair copper cabling. ISDN Station Equipment Interface. ISDN Basic Rate Interface (BRI) sets via both S/T and U interfaces. BRI subscriptions shall be supported up to 15,000 feet over unloaded 24 AWG twisted pair copper cabling via U interfaces. Defense Switched Network (DSN) Multiple Level Precedence and Preemption (MLPP) (Applies to Land-Based Switches). For a trunk or access line to operate with MLPP, precedence calls shall be capable of being initiated from any properly classmarked Dual Tone Multi-Frequency (DTMF) telephone. Any trunk or access line shall be capable of being classmarked "preemptable for reuse" and/or for "call waiting." The precedence level of each call shall be associated with each trunk or access line employed, whether or not preemption had been exercised. System Features, Functions & Capabilities (FFC). (a) Call Forward, Busy; Call Forward, No Answer. (b) Call Hold, Pickup, Transfer & Waiting. (c) Classes of Service. (d) Console-less Operations. (e) Consultation Hold. (f) Three-way Conferencing. (g) Automatic Redial & Speed Calling. (h) Diagnostic tests. (i) Flexible station Numbering. (j) Least Cost Routing. (k) Line Lockout with Warning. (l) Multiple Access Codes. (m) Station Line Hunting. (n) Station to Station Dialing. (o) Tie-trunk Capability. (p) Vacant Number Intercept Recording. (q) Automatic Number Identification (ANI). (r) Calling Name Display. (s) Local & Remote Alarm Indicators. Grade of Service (GOS). Switching equipment and transport facilities shall provide the following GOS: (a) For terminating calls trunk-to-user, GOS is P.005. (b) For originating calls (user-to-user, user-to-trunk), the GOS is P.005, after dial tone. (c) For dial tone delay, the GOS is not more than 1 percent of calls offered shall encounter a delay of greater than 3 seconds. Interconnection. Access Services shall be interconnected to the DSN, ID3 and FTS-2000 networks as well as to the PSTN. Grade of Service. Access Services shall be configured to provide the following GOS: (a) For terminating calls (switch-to-user), GOS is P.001. (b) For originating calls (user-to-user, user-to-switch), GOS is P.001, after dial tone. (c) For dial tone delay, GOS is that not greater than 1 tenth of 1 percent of calls offered shall encounter a delay of greater than 3 seconds. Access Pricing. The following shall be priced and will be included in the Government evaluation of pricing along with other features to be priced herein, or offered as alternatives. (a) Digital per T-3 DID/DOD/FX. (b) Digital per T-1 DID/DOD/FX. (c) Analog per Trunk DID/DOD/FX. (d) Digital Switching Services per line. (e) 1FB/1MB Lines. (f) One-Time Installation/Activation Fee. (g) T-3 On-site Muxing. (h) Cellular Monthly/Usage. Trouble Desk. The Company shall provide telephone maintenance assistance to help analyze and direct assistance action for the resolution of problems. This service shall be available during core working hours (0800 to 1700 EST or DST Monday through Friday, excluding Government holidays); however, provisions shall be made to provide for customers to request and receive maintenance and maintenance assistance outside the core working hours; an answering machine or voice mail is not acceptable during core working hours. Permits. The Company shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, authorizations, and permits, and for complying with any applicable Federal, state and municipal laws, codes, and regulations, in connection with the performance of the contract/agreement. Local Usage. All Access Services shall include local exchange calling, which includes all calls from a location that are not rated by the incumbent local exchange carrier as toll calls when placed from that location. The Company shall provide end-users the option of purchasing local exchange calling services on a fixed monthly or measured basis. Local Usage Features, Functions and Capabilities. Local exchange calling shall include emergency service (911); abbreviated access to administrative and repair service (611); operator services (0); service for the hearing impaired (TDD/TTY); local Directory Assistance (411); touch-tone service; single party calling; directory listing; number assignment; and any other service features prevailing in the Local Access Transport Area (LATA) for which local exchange services are provided to any customer at no additional charge, and therefore shall be provided to the Government at no additional charge. Local Usage Pricing. The Company shall provide local exchange calling services -- Fixed Monthly, Measured, and Directory Assistance (411) -- these services shall be priced to the nearest thousandth of a cent. Intra-State Usage. All access service shall include Intra-State calling in the incumbent service area. The Company shall allow the end-users the option of selecting a preferred Intra-State carrier. [End of description.] Provision 52.212-1 of FAR, Instructions to Offerors -- Commercial, applies to this acquisition with the following addenda: (a) The SIC is specified above. (b) The date and time for submission of offers is 13 January 1998 at 2:00 p.m. local time. (c) The period for acceptance of offers is 60 days. All other instructions in this provision apply. Offers will be evaluated per FAR Provision 52.212-2, Evaluation -- Commercial Items, with the following addenda: The Government will evaluate Technical Capability, Past Performance, and Price in descending order of importance. Regarding the "Technical" evaluation factor: (1) Offerors are cautioned to read this entire synopsis/solicitation carefully, including the reference clauses and provisions, and prepare an offer that is fully responsive. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions for Government evaluation of best value (see FAR 52.212-1). (2) The current dialing plan in the Government-owned switch is 2-1000 to 2-8999. The company proposal must address a dialing plan with the least amount of impact to the Government's current dialing plan. The Government estimates a cost of $125,000 to support a change in dialing plan (physically changing each phone plus administrative costs). The Government will include this estimated cost in evaluation of offers. (3) NUWCDIVNPT has 150 Cellular Telephones with services provided by Bell Atlantic Mobile. The Government will evaluate the offeror's transition planfor cellular telephones. If cell phone numbers have to be physically changed, the estimated cost to the Government will be $10,000 and will be included in evaluation of offers. Technical Capability and Past Performance are approximately equal to each other, and both are significantly more important than Cost. Although Cost is the less important evaluation factor, it is important and will be seriously considered. The degree of its importance will increase with the degree of equality of the proposals in relation to Technical Capability and Past Performance, or when it is so significantly high as to diminish the value of the technical superiority to the Government. Offerors are advised to include a completed copy of the provision at 52.212-3 of FAR, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4 of FAR, Contract Terms and Conditions -- Commercial Items, applies. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies as well as the following additional clauses: 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). Clause 252.212-7001 of the Defense FAR Supplement (DFARS), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JAN 1997), applies including DFARS Clause 252.225-7001, Buy American Act and Balance of Payment Program (41 U.S.C. 10, E.O. 10582).
