V -- FACILITIES FOR ASSESSMENT CENTERS SOL DEA-98-R-0008 POC LaNorma Huggins-Hopes, Purchasing Agent, (202) 307-7825 V- FACILITIES FOR ASSESSMENT CENTERS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DEA-98-R-0008; award will be made using simplified acquisition procedures. The synopsis/solicitation is issued as a Request for Quotations (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the FAR Circular 97-3. The standard industrial classification code(SIC) is 7011 and the small business size is $5.0 million. The Drug Enforcement Administration (DEA) is seeking to procure facilities for training assessors and administering assessment centers associated with the Special Agent promotion program at DEA, for the following dates: March 3, 1998 through March 19, 1998. The solicitation line items for this requirement are as follows: Line Item 0001: Qty: 1 day; March 3, 1998 -- twenty (20) sleeping rooms blocked for the assessors (Note: sleeping rooms will not be covered by the government purchase order, they will be paid by individual credit cards) Line Item 0002: Qty: 3 days; March 4- 6, 1998, one conference room, which can accommodate a training class of 40 individuals. The conference must have a partition which allows the room to be converted into two training classes that will accommodate twenty (20) individuals each, Line Item 0003: Qty: 3 days times 35 individuals; March 4- 6, 1998, breakfast and lunch for thirty-five (35) individuals, Line Item 0004: Qty: 15 days; March 6 -- 20, 1998, twenty-four (24) sleeping rooms blocked for the assessors (Note: sleeping rooms will not be covered by the government purchase order, they will be paid by individual credit cards), Line Item 0005: Qty: 16 days; March 6 -- 21, 1998, A secure storage room with at least thirty-five (35) square feet of space, Line Item 0006: Qty: 11 days times 2 each; March 9 -- 19, 1998, two (2) conference rooms; each room must be able to accommodate 20 individuals, Line Item 0007: Qty: 13 days; March 8 -- 19, 1998, an entire non-smoking hotel floor must be reserved exclusively for the DEA's use. The floor should include the rooms blocked for March 3, 1998 and March 6 through March 20, 1998. Nineteen (19) of the rooms will be used as breakout rooms for the assessment center and must be set up according to the following specifications: a. Sixteen (16) of the nineteen (19) rooms must be set up to contain a desk, three (3) chairs, a table, and adequate lighting for videotaping. Any beds in the nineteen (19) rooms must be removed. b. One room must be set up as an office, with tables lining three (3) walls and six (6) chairs, and c. One room must having seating space for 15 individuals. This room will be used to serve breakfast, Line Item 0008: Qty: 9 days times 70 individuals; March 9 -- 13, 1998 and March 16 -- 19, 1998, seventy (70) breakfasts and lunches per day; all breakfasts and thirty-five (35) of the seventy (70) lunches must be catered to one of the two breakout rooms, Line Item 0009: Qty: 4 days; Transportation is required to and from Dulles International Airport for approximately eighteen (18) individuals on March 3, 1998, four (4) individuals on March 4, 1998, twelve (12) individuals on March 19, 1998, and ten (10) individuals on March 20, 1998, Line Item 0010: Qty: 9 days; Contractor shall provide transportation for twenty-four (24) applicants from the following address: 12777 Fair Lake Circle, Fairfax, Virginia 22033, to the assessment center no later than 7: 45 A.M daily. The facility for the assessment center must be within 30 minutes driving distance of the lodging location. The dates for transportation services are as follows: March 9 -- 13, 1998 and March 16 -- 19, 1998, Line Item 0011: Qty: 16 days; Parking is required from March 4 through March 19, 1998 for ten (10) overnight guests, and Line Item 0012: Qty: 12 days; March 4 -- 6, 1998, March 9-13, and March 16-19, 1998 for twenty (20) individuals from 7 a.m. til 6 p.m. Line Item 0013: Qty: 1 SR; Phone, copying, fax, and audio/visual services. The solicitation line items for the following dates: April 21 through April 30, 1998: Line Item 0001: Qty: 1 day; April 21, 1998 -- six (6) sleeping rooms (Note: sleeping rooms will not be covered by the government purchase order, they will be paid by individual credit cards), Line Item 0002: Qty: 3 days; April 22 -- 24, 1998, one conference room, which can accommodate a training class of 30 individuals. The conference must have a partition which allows the room to be converted into two training classes that will accommodate fifteen (15) individuals each, Line Item 0003: Qty: 3 days times 25 individuals; April 22 -- -24, 1998, breakfast and lunch for twenty-five (25) individuals, Line Item 0004: Qty: 5 days; April 22 -26, 1998, twelve (12) sleeping rooms blocked for the assessors (Note: sleeping rooms will not be covered by the government purchase order, they will be paid by individual credit cards), Line Item 0005: Qty: 9 days; April 22 30, 1998, A secure storage room with at least thirty-five (35) square feet of space, Line Item 0006: Qty: 4 days times 2 each; April 27 -- 30, 1998, two (2) conference rooms; each room must be able to accommodate 13 individuals, Line Item 0007: Qty: 4 days; April 27 -- 30, 1998, an non-smoking securable section of a floor must be reserved exclusively for the DEA's use. The floor should include the rooms blocked for April 21, 1998 and April 22 -- 26, 1998. Thirteen (13) of the rooms will be used as breakout rooms for the assessment center and must be set up according to the following specifications: a. Ten (10) of the thirteen (13) rooms must be set up to contain a desk, three (3) chairs, a table, and adequate lighting for videotaping. Any beds in the thirteen (13) rooms must be removed. b. One room must be set up as an office, with tables lining three (3) walls and six (6) chairs, and c. One room must having seating space for 13 individuals. This room will be used to serve breakfast, Line Item 0008: Qty: 4 days times 44 individuals; April 27 -- 30, 1998, forty-four (44) breakfasts and lunches per day; all breakfasts and twenty-two (22) of the forty-four (44) lunches must be catered to one of the two breakout rooms, Line Item 0009: Qty: 8 days; Transportation is required to and from Dulles International Airport for approximately fifteen (15) individuals on April 21 -- 24, 1998 and April 27 -- 30, 1998, Line Item 0010: Qty: 4 days; April 27 -- 30, 1998, Contractor shall provide transportation for twenty-four (24) applicants from the following address: 12777 Fair Lake Circle, Fairfax, Virginia 22033, to the assessment center no later than 7: 45 A.M daily. Line Item 0012: Qty: 4 days; Daytime parking (7:00 a.m. to 6:00 p.m.) for twenty (20) individuals, Line Item 0013: Qty: 1 SR; Phone, copying, fax, and audio/visual services. The provision at 52.212-1, "Instructions to Offerors -- Commercial items" is applicable to this acquisition. The provision at 52.212-2, "Evaluation -- Commercial items" is applicable to this acquisition. The Government will award a purchase order resulting from this RFQ to the responsible quoter submitting the lowest price. Quoters shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, with its written quotation. The provision FAR 52.212.4, "Contract Terms and Conditions -- Commercial Items is applicable to this acquisition. The provision at FAR 52-212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items" (tailored) apply to this acquisition: (a)(1), (a)(2), (b)(6), (b)(7), (b)(8), (b)(9), and (c) (1). A written quotation must be submitted by January 20, 1998 to LaNorma Huggins-Hopes, Drug Enforcement Administration, Office of Acquisition Management, 700 Army Navy Drive, Arlington, VA 22202. All parcels must be clearly marked "RFQ #DEA-98-R-0008". Each quote shall contain an original signature, show the unit price and extended price for each line item, and must submit a capability statement to validate contractor can meet the requirement. Offerors must make an affirmative statement that their signed quote is valid for 60 days from the date of their quote.
