Tooele Army Depot intends to negotiate a responsive unsolicited proposal received for the R3 demilitarizaton criteria to reclaim, recycle, and reuse of the propellant (Hazard Classification (HC) Class 1.1) generated from the High Velocity Aircraft Rocket (HVAR). Any objecton to the award of the unsolicited proposal must be received at Tooele Army Depot by January 12, 1998 by 10:00 a.m. MST, contain a detailed description and demonstration of the feasibility of any alternative solution. This submission must indicate relevant experience and be sufficient to serve as a basis for a contract award, based upon best value to the Government without further discussions.
