United States Air Force Aeronautical Systems Center Reconnaissance
Systems Program Office Contracting (ASC/RAKBS), Wright-Patterson AFB
OH, is seeking contractors interested in limited engineering and
manufacturing development (EMD) and production of a ground-based gas
collection system called the Automated Radioxenon Sampler/Analyzer
(ARSA). The system will be completely automated to collect/purify
samples of xenon gas, perform on- site analysis, and provide automated
reporting for monitoring treaty compliance. Interested contractors
will be required to further improve through limited EMD, an ARSA design
developed by the Department of Energy (DOE) and propose an economically
manufacturable and supportable system. Installation of the systems will
be required at designated sites in the United States and U.S.
territories. An EMD unit for initial testing will be required in the
Jan 99 timeframe with options for production of approximately 20 units
to be delivered by 30 Sep 02. The Contractor will alsobe required to
provide Interim Contractor Support and Depot Maintenance for a period
of two years following acceptance of the first production unit. It has
been determined that small business can perform this effort and,
therefore, the procurement has been set-aside, 100%, for small
business. A detailed description of this process can be found on the
ASC Pre-Award Information Exchange System (PIXS), an electronic

response date will be 08 Jan 98. Only small businesses will be
considered for this contract. A presolicitation conference (PSC) will
be held to discuss industry comments and other questions. The
presolicitation conference will be held at Pacific Northwest National
Laboratories (PNNL), Richland, Washington on 22 Jan 98 at 9:00 PST.
Potential offerors are required to notify Charlie F. Stone at PNNL at
(509)376-2656 or via e-mail at: cf_stone@pnl.gov with a list of
attendees no later than 08 Jan 98. Attendance is limited to three (3)
attendees per offeror. Contractors are expected to provide a list of
questions and risks by 08 Jan 98 on all information currently on PIXS.
The agenda will be available on the PIXS ARSA website on or about 15
Jan 98. Quantity: 20 ea. The Standard Industrial Classification (SIC)
is 3812. This is not a request for proposals nor does the Government
intend to pay for any information or services provided. The files will
be in either MS Word 6.0/7.0 format. Prospective offerors are required
to supply the name and address, fax and telephone number to the buyer
listed at the end of this synopsis in order to be placed on the RFP's
Bidders' List. Prospective offerors who download the presolicitation
information should upload their comments and/or questions via e-mail to
Capt White at: jeffrey-white@pafb.af.mil. The PIXS and bulletin board
will be available 24 hours a day, seven days a week. Telephone
inquiries for files or any RFP's will be honored. Offerors who would
like a copy of the files and do not have access to the internet may
bring in a formatted high density, 3.5 inch disk to Capt White, Det 3
ASC, 1030 South Highway A1A, Patrick AFB, FL 32925-3002, between the
hours of 8:00 AM and 4:00 PM Mon-Fri, EST. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recom- mendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
