responsible sources may submit an offer. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a separate
written solicitation will not be issued. Solicitation number
N00244-98-R-0031 applies and is issued as a Request for Proposal. This
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-03 and Defense
Acquisition Circular 91-12. The standard industrial code is 3825 and
the business size standard is 500 employees. The agency need is for
portable instrumentation recorders comprised of a tape transport unit,
control unit, and signal processing unit operated as integrated system
or individual remote units to record/store computer data on digital or
analog format. Requirement is for FFP contract for one line item. Item
0001: qty 2 ea including spare/repair parts list, COTS manuals, and
special tools/test equipment list. Following specs apply: ea unit shall
be capable of min 64 data channels; S-VHS video cassette format in
SE-120, SE-160, ST-90 and ST-120; capable of annotating data for ID and
search w/timecode, tape count, frame number, channel names, record
names, record number, file number, event marker and counter; built-in
channel w/hand-held microphone/speaker; RS232, IEEE488 and programmable
TTL; data transition in SCSI-2 and VME; 16-bit sigma-delts, 64 x
oversampling w/built-in filtering for analog to digital conversion; 8
x oversampling w/built-in interpolation and smoothing filters for
digital to analog conversion; input characteristic of parameters 0.5 to
50.0 volts, 100 kilo-ohms w/+ 2% single ended and differential;
bandwidth from 88 Hz to 45.5 kHz; data analog outputs 0.5 to 2.0 volts
adjustable w/gain adjust of 1 to 64x, single ended and differential;
digital outputs via SCSI-2; dynamic range of min 96 dB (ac coupled);
signal to noise ratio of max 90 dB (ac coupled); phase accuracy of at
least 1 degree at 10 kHz between any two channels; connectors
selectable from BNC, SMB and "D" type; integrated event/digital channel
sampled synchronously w/analog input and TTL compatible input/output;
data inputs w/NRZ data and clock, single ended TTL compatible and
differential RS485 compatible options; data rates in synchronous mode
3.12 kbits/sec to 12.8 Mbit/sec in binary steps; data rates in
asynchronous mode 1.25 kbit/sec to 11.5 Mbit/sec; data format in a

52.212-1, para (b)(5): Offers shall provide express warranty which at
a min shall be same warranty terms, including offers of extended
warranties, offered to general public. Express warranties shall be
included in contract. Offerors are required to complete/include a copy
of following provisions w/proposal: FAR 52.212-3, Offeror

Items, applies with the following clauses applicable for para (b):
DFARS 252.225-7012, Preference for Certain Domestic Commodities; and
DFARS 252.225-7036, North American Free Trade Agreement Implementation
Act. Any contract awarded as a result of this solicitation will be a
DO rated order certified for national defense use under the Defense
Priorities and Allocations System. The government intends to make a
single award to the responsible offeror whose offer is the most
advantageous to the government considering price and price-related
factors. Provision 52.212-2, Evaluation-Commercial Items, applies with
paragraph (a) completed as follows: Award will be made to the offeror
that meets the solicitation's minimum criteria for technical
acceptability at the lowest price. To be determined technically
acceptable, the offeror must furnish product literature that
demonstrates the product offered meets all requirements stated in above
purchase description for Line Item 0001. Sealed offers in original and
1 copy must be received no later than 3:00 pm, local time, 22 Jan 98.
Offers sent via US Postal Service should be mailed to Fleet and
Industrial Supply Center, Seal Beach Det., Bid Officer (Code 280), 800
Seal Beach Blvd, Bldg 239, Seal Beach, CA 90740-5000. All offers not
sent through the US mail will be considered to be hand carried and
direct delivered. Hand carried offers must be delivered directly to Bid
Officer in Bldg 239. Direct delivery of offers is only possible during
weekdays, excluding federal holidays, between the hours of 8:00 am and
