States Government is planning to acquire Predator Medium Altitude
Endurance (MAE) Unmanned Aerial Vehicle (UAV) multi-task trainers
(MTT). The MTTs must replicate the current Predator Ground Control
Station (GCS) software and hardware configurations. The acquisition
will encompass the design, integration, test evaluation, documentation,
installation and logistics for up to 8 MTTs at designated sites. The
source will maximize use of commercial-off-the-shelf/non-development
items (COTS/NDI), and commercial industry standards and warranties. It
may be necessary to establish an Associate Contractor Agreement (ACA)
with the manufacturer of the Predator UAV and one or more of the
subsystem manufacturers to obtain basic performance data for
manufacture of the MTT and update information required to maintain
configuration of the MTTs. A Rough Order of Magnitude (ROM) for costs
associated with this effort is requested. Mr. Stephen J. Plaisted,
ASC/SYI, has been appointed as Ombudsman to hear concerns from
offerors, or potential offerors, during the proposal development. The
purpose of the Ombudsman is to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. Existence of an Ombudsman does not diminish the authority of
the program director or the contracting officer. Accordingly, the
Ombudsman does not participate in the preparation of solicitations, the
evaluation of proposals or the source selection process and, therefore,
for routine matters on individual solicitations, please contact Stephen
